Duties

Help
  • You will provide leadership, and guidance to a government and contractor staff consisting of Procurement Screeners, Procurement Processing Specialists (PPS), and Approving Officials (AOs) whose function is to order material and supplies.
  • You will develop competencies in personnel through coaching or mentoring, recognize achievements, and ensuring proper professional development of staff.
  • You will establish performance expectations for employees and utilize metrics and performance towards evaluation against established performance expectations and standards.
  • You will provide situational awareness and new insights, question conventional approaches and encourage new ideas that can implement new processes or improve those that need to change.
  • You will assist the Operations Manager with providing guidance, direction, policies and procedures throughout the activity on all aspects of Procurement Request (PR) creation.
  • You will utilize data provided from the Operations Manager to ensure that the staff receives the proper feedback and training to facilitate proper PR procedures.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing, evaluating or leading procurement efforts in Navy Enterprise Resource Planning (ERP) to identify needs for improvements in material, supply policies, procedures, and regulations.

Additional information

The salary range for this position is within the band. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10, which for this locality is currently $133,465.

This position is equivalent to the GS-13/14 level, which is also the full performance level for this position.

This position is covered by the Department of Defense Priority Placement Program.
