Duties

Help
  • Provide services functional support to deliberate and crisis action planning and deployed forces.
  • Develops C-NAF military and civilian personnel contingency and deployment policies, procedures, and plans.
  • Participates in Conference and Working Groups and provides research, analysis and recommendations.
  • Plans pre-deployment, sustainment and redeployment of contingency forces.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 or equivalent in other pay systems. Examples of specialized experience includes the ability to analyze data to answer specific questions regarding the value or impact of force development programs, and/or solutions; and to be able to analyze each situation and conduct extensive research of the case facts, laws, regulations, and precedent decisions.

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related

OR
COMBINATION OF EXPERIENCE AND EDUCATION:
Combination of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. In-depth knowledge and practical experience of MAJCOM, C-NAF and wing level AF Services functions, activities and responsibilities.
  2. Extensive experience and knowledge of AF Services contingency planning with special emphasis in determining and managing wartime requirements, force sustainment, bed down, mortuary affairs, and search and recovery.
  3. Knowledge of C-NAF Global Force Management roles and responsibilities. Thorough knowledge of AF contingency wartime planning process.
  4. Knowledge of C-NAF level Crisis Action Team, Operations Planning Group (OPG), and Operations Planning Team (OPT) roles and responsibilities ISO crisis and steady state operations.
  5. Thorough understanding of AF personnel pre-deployment, deployment, sustainment and redeployment requirement and practices. To include and understating of the C-NAF's responsibility for 100% Air Force accountability.
  6. Practical application of management principles and processes and the analytical and evaluative methods. Application of techniques for assessing program execution and improving organizational effectiveness and efficiency. Ability to prepare staff summary sheets, background/point papers, executive summaries ad other forms of communication in the proper format and IAW established AF and local guidance.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. Current or Former Federal Civilian Employees (Includes current Air Force employees): You are required to submit legible copy/copies of your last or most recent SF-50, Notification of Personnel Action, (block 24 must be a "1" or "2" AND block 34 must be a"1"). Additionally, if you are applying for a higher grade (GS) and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the one year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old)
