Duties

Help
  • You will provide critical input to influence the oversight, direction, policy, development and strategic planning at the Indian Head EOD Technology Division level.
  • You will provide oversight, direction, policy, development and strategic planning over the day-to-day operations of the department with regard to research and development; chemical, biological, radiological defense; and test and evaluation.
  • You will direct and establish research and development for the Indian Head EOD Technology Division's core mission area of energetics and energetic materials used in energetic systems, through the leadership of the department.
  • You will serve as a consultant and expert advisor focused on increasing mutual understanding of emerging technologies and opportunities, fleet requirements, and more effective collaboration between warfare centers, academia and industry.
  • You will perform the full range of supervisory responsibilities for four ND-5 senior personnel including the Deputy Department Head, two Technical Division Heads, and a Senior Engineer.

  • This position is a designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position.

  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

The applicant is to provide a separate narrative statement which describes fully, but concisely, how his/her experience supports each of the following Mandatory Technical Qualifications. Each technical qualification narrative should not exceed 1 page. Failure to address these specific qualifications in a separate narrative statement will eliminate you from consideration:

1. Extensive knowledge and experience as a technical expert and consultant across areas associated with RDT&E of energetic materials.

2. Knowledge of large scale, complex warfare systems and the associated underlying science and engineering disciplines, including but not limited to mechanical engineering, chemical engineering, chemistry, physics, and materials science.

3. Extensive knowledge of diverse scientific and engineering fields, marked creativity, and scientific perception.

4. Ability to lead and direct large, complex, and diverse technical organizations.

5. Ability to develop and analyze future war-fighting concepts and capabilities.

6. Knowledge of scientific and engineering disciplines as they are used in technical, mission-oriented organizations operating in an energetics environment.

7. Knowledge of energetic test and evaluation.

8. Knowledge of chemical, biological, radiological methods and requirements.

9. Ability to sustain personnel and resources within the working capital fund (WCF) business model.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a bachelor's or higher engineering degree from an accredited college or university. To be acceptable, the program must: (1) be in a school of engineering with at least one program accredited by (ABET) as a professional engineering program; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. -or- Combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional Registration or Licensure: Current registration as a an Engineering Intern (EI), Engineering in Training (EIT) or Licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g. State grandfather or eminence provisions) are eligible only for position that are within or closely related to the specialty field of their registration; or (II) Written Test: Successfully passed the Fundamental of Engineering (FE) examination), or any other written test required for professional registration, which is administered by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering program as described in response A or (IV) Related curriculum: Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field , e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (Note: Please see the Qualifications & Education sections of this announcement for a link to the Office of Personnel Management's (OPM) Individual Occupational Requirements. OPM guidance indicates that there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience. This training plan or experience must be well documented and provided at time of application.)

Successful completion of a degree in physical science, engineering, or mathematics that includes 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; or, a combination of education and experience in one of the above majors that includes at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
-OR-
Successful completion of a degree in physics; or related degree that included at least 24 semester hours in physics; or a combination of education and experience -- courses equivalent to a major in physics totaling at least 24 semester hours, plus appropriate experience or additional education. In either A or B above, the courses must have included a fundamental course in general physics and, in addition, courses in any two of the following: electricity and magnetism, heat, light, mechanics, modern physics, and sound.
-OR-
Successful completion of a degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics; or a combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.

An advanced degree of Master's or Ph.D. in one of the educational fields listed above is highly desirable.

Additional information

Senior Scientific Technical Manager (SSTM) positions are positions which exceed the ND-05 (GS-15) level. SSTMs provide a continuity of technical leadership and oversight that is needed to ensure long term stewardship of an organization's technical capabilities. Typically, applicants for SSTM positions are expected to have a graduate degree, significant research or development experience, and a national or international reputation in his/her field and are recognized throughout the applicable community as a renowned expert. SSTM positions are in the competitive service.
