The individual serves as a HRBP that works strategically with assigned customer organizations in servicing their broad human capital needs in partnership to develop short-and long-term strategies and execution plans that support the mission of the organization and the Agency.
Serves as a seasoned consultant to management, delivering advisory services and guidance on significant Human Resources (HR) issues and concerns.
Renders expert advice and policy interpretation on complex legislative, regulatory, and policy guidance to management.
Uses data analytics (data analysis, trend identification, and diagnosis through critical questions) to identify needs and opportunities regarding complex HR issues.
Partners with an internal team of HR Generalists and subject matter experts on a variety of in-depth and complex HR services.
Communicates independently and effectively with customers to provide feedback and/or HR solutions to meet customers need.
Applicant must have one year of specialized experience equivalent to the next lower grade (GS-12), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.
To qualify for the GS-13:
Specialized experience includes experience performing duties such as serving an organization providing advice and solutions in accordance with human resources laws, regulations, practices and procedures relating to staffing and recruitment; providing expert HR consultant or advisory services to senior managers, supervisors, and HR management on the full breadth of HR programs; participated on a team recommending HR processes and/or implementing new HR regulations and/or policy internal to HR or external to the workforce.
