This Supervisory Occupational Therapist position in the Physical Medicine and Rehabilitation Service (PM&RS) at the Phoenix VA Health Care System (PVAHCS).
Summary
This Supervisory Occupational Therapist position in the Physical Medicine and Rehabilitation Service (PM&RS) at the Phoenix VA Health Care System (PVAHCS).
The incumbent supervises and coordinates the medical administrative activities of a Physical Medicine and Rehabilitation Service(PM&RS) within Occupational Therapy Section(OT) at the Phoenix VA Health Care System(PVAHCS), domiciliary, or clinic, including all but not limited to: OT complex musculoskeletal dysfunctions of the upper extremity, Activities of Daily Living Programs, Amputee Clinic, Power Mobility and mechanical wheelchair programs, Home Base primary Care, Telehealth, Community Living Center, Community Based Outpatient Clinics OT programs, and more. The OT Section Supervisor is also responsible for coordinating such rehabilitation services with other medical services and rehabilitation activities. The incumbent is responsible for the supervision, administrative management, and direction of Occupational Therapists and Assistants including OT students.
Clinical
Supervises and assigns workload to OTs, assistants, aides, trainees, and volunteers in the deliver and/or support of treatment and education of patients and families.
Coordinates with other sections and other services in the area of OT treatment, scheduling, and delivery of care.
Serves as a consultant to other specialties within PVAHCS,OT, and Health Administration Services and other hospital personnel in evaluating and planning OT treatment.
Resolves problems that interfere with the delivery of OT services.
Performs all other duties/activities of a staff therapist.

Education
Identifies continuing education needs based on performance of OT staff
Plans and/or supervises the student clinical affiliation program
Develops and plans educational programs to include patient, family, and professional personnel.
Educates other facility personnel in the scope of OT services and programs involving a variety of healthcare specialties
Administrative
Responsible for the supervision, administrative management and direction of OT Rehabilitation program in a rehabilitation service or equivalent service-level department which consists of OT or other multi-discipline staff.
The incumbent provides supervision of key clinical and training programs, including the overall technical oversight of the OTs other multi-discipline staff whom they administratively supervise.
Responsible for the development and implementation of policies and procedures to address focused clinical needs and the overall services delivered and provided within the section.
Performs a full range of supervisory duties which includes interviewing candidates, recommending appointments, advancements, and promotions and taking disciplinary action when indicated.
Organizes and supervises the OT section. Guides and manages clinics in respect to training, work assignment, monitoring workload, clinical volume, reviewing work of employees to assure accuracy and validity of submissions, assuring adequate clinical staffing, imposing disciplinary measures, and monitoring clinical priveleges.
Ensures consults are handled in the most expeditious manner based upon acuity of need.
Develops, plans, implements coordination of consult clean up
Develops, plans, implements programming to ensure consults stay current
Develops, plans, and implements and assists in the planning, development, and implementation of various treatment programs for PM&RS.
Develops, plans, and implements monitors of quality care with respect to OT services as part of the comprehensive health care services delivered to the patients within the PVAHCS and medical center.
Makes recommendations for equipment and budgetary needs based upon the needs of the OT section.
Assures the cleanliness, maintenance, repair, and successful operation of all OT equipment, treatment areas, and operational supplies.
Actively supports and promotes all programs of PM&RS.
Develops, implements, and maintains policies and procedures on a regular basis for OT.
Works with PM&RS Clinical Manager and Administrative Officer in the development of requests for additional resources (fiscal, personnel, and space) and the on going execution and management of personnel recruitment and fill actions. Assists Contracting Officers Technical Representative (COTR) in the preparation of various contractual studies and overall contract development.
Collects and complies appropriate data for statistical and narrative reports.
Submits reports and suspense's in a timely fashion and as guided by PM&RS leadership.
Assigns and supervises OTs, COTAs/OTAs, trainees, and students to ensure appropriate delivery of OT services using accepted standardized state of art techniques and scientific based evidence in accordance with VA, Joint Commission, CARF, and AOTA guidelines.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education and/or Experience: Possess at least one of the following education and or/experience combinations: (a)Bachelors degree in occupational therapy and two (2) years of experience as an occupational therapist; NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that the Accreditation Council for Occupational Therapy Education (ACOTE) would only accredit master or doctoral degree programs in occupational therapy. OR (b) Bachelor's degree in occupational therapy and two (2) full years of graduate education in a related field; NOTE: The baccalaureate degree must be from an approved program prior to the AOTA January 1, 2005 decision that ACOTE would only accredit master or doctoral degree programs in occupational therapy. OR (c) Master's Degree or higher in occupational therapy.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation)
Certification: possess a current National Board for Certification in Occupational Therapy (NBCOT) certification as an Occupational Therapist.
State Licensure: possess a full, current and unrestricted state license to practice occupational therapy in a state, territory or Commonwealth of the United States (i.e., Puerto Rico), or in the District of Columbia.
Preferred Experience: At least 4 years experience in rehabilitation, with supervisory.
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met:
Education, Experience, or Licensure: Completion of one year of experience equivalent to at the GS-11 grade level and directly related to the position being filled. Demonstrated Knowledge, Skills, and Abilities:
a. Knowledge of contemporary occupational therapy across multiple areas of practice, and the demonstrated ability to apply this knowledge to provide clinical guidance to Staff OTs within the department.
b. Knowledge of human resources administration, including such functions as the ability to interview and select qualified applicants, monitor and evaluate performance, and maintain effective labor management relations with scope of responsibility.
c. Ability to effectively supervise, direct, and manage a diverse occupational therapy staff.
d. Ability to analyze clinically appropriate data effectively to optimize quality, performance, and productivity within the section.
e. Skill in interpersonal relationships and conflict resolution.
