Summary

The incumbent serves as the Technology Demonstrations Program Director and reports directly to the Deputy Associate Administrator for Programs within the Space Technology Mission Directorate (STMD). The incumbent supports the STMD Associate Administrator (AA) in determining and presenting the program to NASA senior management, the Office of Management and Budget, and Congress; and supports the STMD AA in providing the overall guidance, strategy, focus advocacy, and budget for the program.

Duties

Help
  • Establishes policy and objectives as a basis for the planning and formulation of initiatives in space technology; and directs the planning and implementation of program content and activities under their authority.
  • Develops overall strategies and requirements, including objectives and outcomes; plans and formulates recommendations for future direction of program content, all in concert with overall STMD strategic planning.
  • Develops budgets, policies, and priorities for the program and activities under their cognizance, including budget authority and supervisory functions.
  • Provides technical leadership required to guide implementation of relevant content at NASA field centers, other government organizations, with the university community, and industry.
  • Assesses and allocates technical, budget, and schedule requirements to program as required. Ensures preparation of supporting plans and budgets, including program plans, program commitment agreements, and integrated program and budget documents.
  • Maintains cognizance of program and projects as required including performance, content, schedules, and resources. Assesses technical, budget, and schedule risks throughout program/project life cycles.
  • Leads and formulates future initiatives, opportunities, requirements and trends, and develops strategies for their implementation consistent with available resources.
  • Establishes feasibility for cross program integration within the STMD portfolio of programs in conjunction with other STMD Directors.
  • Develops strategies for cross program integration and infusion of lower Technology Readiness Level technologies to mature promising and critical capabilities.
  • Prepares rationale and justification to support the annual budget request for the Technology Demonstrations Program.
  • Develops, coordinates with other STMD Directors, and presents periodic reviews and reporting where required, including weekly, monthly, and annual reviews.

Qualifications

TECHNICAL QUALIFICATIONS:
1. Demonstrated ability to plan, advocate, and execute large technology project development and demonstration programs. Examples include mid to high Technology Readiness Level (TRL) laboratory, ground, and flight demonstrations with commercial partners and academia, and in collaboration and partnerships with other government agencies. Describe experience with project development through life cycle and with traditional NASA Program and Project management as well as lean engineering practices.
2. Demonstrated innovative approaches with government funded research and development including partnerships and collaborative efforts to drive process changes/efficiencies and ensure rapid transition and infusion of robotic and/or human spaceflight space technologies to government and commercial sectors.
3. Demonstrated program level experience with proven skills leading large space technology development program portfolios and people to ensure programmatic integration and cross program efficiencies.

Education

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
