Duties

Help
  • You will serve as a Data Management Specialist in the Systems Engineering Department, CAD/PAD Division, Data Management Branch (Code E26) of the Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD).
  • You will analyze and manage CAD/PAD data and documentation to ensure that proper configuration management techniques are used to catalog, retain and reference baselined and revised documentation with supporting data.
  • You will provide documentation and data management support, including assistance with providing automated services.
  • You will assist with data/document search and retrieval, maintain files, material distribution and reproduction in support of the CAD/PAD Division, its customers, and between departments at the NSWC IHEODTD.
  • You will help ensure technical documentation complies with configuration/data management standards.
  • You will assist with performing editorial and quality assurance review of documentation and maintain files of technical and programmatic documentation.
  • You will provide configuration management reviews of Procurement Request (PR) documentation to validate and ensure that the Technical Data Package (TDP) is referenced appropriately.
  • You will interpret various technical documentation standards and prepare the required documentation accordingly.
  • You will perform independent research tasks which may include the review, evaluation and analysis of design, test data and installation and operational data.

Qualifications

TO QUALIFY FOR NT-4: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying principles of configuration and data management to support systems acquisition, logistics or life cycle management projects.

TO QUALIFY FOR NT-3: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-2 pay band (GS-5 through GS-8 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying configuration and data management concepts to assist in the support of systems acquisition, logistics or life cycle management projects.

TO QUALIFY FOR NT-2: Your resume must also demonstrate at least three years of general experience, one year of which was at or equivalent to the NT-1 pay band (GS-1 through GS-4 equivalency) in the Federal service or equivalent experience in the private or public sector that demonstrates the ability to 1) Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; 2) Plan and organize work; and 3) Communicate effectively orally and in writing.

Education

TO QUALIFY FOR NT-4: Education may be substituted for specialized experience as follows:

  • A Ph.D. or equivalent doctoral degree; OR
  • Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
  • An LL.M., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.

TO QUALIFY FOR NT-3: Education may be substituted for specialized experience as follows:
  • A master's or equivalent graduate degree; OR
  • Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
  • An LL.B. or J.D., if related to the position being filled; OR
  • A combination of experience and graduate education as described above that equates to one year of experience.

TO QUALIFY FOR NT-2: Education may be substituted for general experience as follows:
  • Successful completion of a full four-year course of study leading to a bachelor's degree; OR
  • A combination of experience and education as described above that equates to one year of experience.

Additional information

These positions are part of the Warfare Centers Personnel Demonstration Project. The NT-2 pay band encompasses positions equivalent to GS-5 through GS-8; the NT-3 pay band encompasses positions equivalent to GS-9 and GS-10; and the NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.

This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

This position is covered by the Department of Defense Priority Placement Program.
