Duties

Help

The Loan Specialist will be responsible for the following:

  • Directing, planning, setting priorities and assignment of work to Loan Specialists within the Loan Production (LP) Section as directed by the Loan Production Officer (LPO) or Assistant Loan Production Officer (ALPO).
  • Make decisions and judgments on complex issues resulting from critical local economic situations having considerable program impact.
  • Reviews and recommends approval or denial of automatic lender applications and is central point of control for all lender maintenance functions.
  • Resolves issues regarding interpretation of the law, regulations, and procedures using guidance provided by the LPO.
  • Makes recommendations on processes and decisions in accordance with economic developments and changes in law or regulation.
  • Provide training to lenders and program participants and VA employees tailored to specific needs.
  • Provides quality review for normal case review and prior approval underwriting cases.
  • Maintains training logs and records of employee development and assists employees in skills necessary to accomplish their assigned duties as directed by the LPO/ALPO.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/04/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

INDIVIDUAL OCCUPATIONAL REQUIREMENT: There is an Individual Occupational Requirement (IOR) that must be met to qualify for the GS-1165 series.

Loan Specialist Series, 1165-Individual Occupational Requirement: Education: Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
OR
Specialized Experience: Experience that demonstrated competence in agricultural, commercial, realty, or other types of loans. Experience may have been gained in such work as reviewing and passing upon applications for agricultural, commercial, bank or mortgage loans; servicing a loan portfolio of a bank or other loan association; performing financial analysis of commercial concerns for investment purposes; appraising real estate to determine property valuation; or similar work.

You may qualify based on your experience as described below:

GS-12 Specialized Experience: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for this position. Specialized experience is defined as experience with underwriting practices required in the VA's guaranteed home loan program, advanced understanding of the concepts outlined in the VA Lender's Handbook, VA PAM 26-7 and 38 CFR 36.4340.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work performed is usually sedentary, but does involve standing, walking, bending, lifting and carrying objects weighing up to 50 pounds. The operation of a motor vehicle is required as the incumbent will visit with external stakeholders.
