Summary

About the Position: This is a Military Intelligence Civilian Excepted Career Program (MICECP) position. If selected, initial assignment will be to this position and the duties described and, in accordance with MICECP procedures, will be subject to involuntary reassignment into any MICECP GG-0132-14 position worldwide based on program needs. Generally, these rotations occur every 3-5 years. The selectee is also subject to deployment in support of U.S. contingency operations.

Duties

Help
  • Uses knowledge of HUMINT and CI operations, policy and methodology in order to assess validity, propriety and effectiveness of training and to provide authoritative advice on HUMINT and CI activities and programs to Army leadership.
  • Applies novel solutions and changes in response to changing environments, circumstances and policies affecting HUMINT and CI activities.
  • Maintains NIP and MIP budget formulation process in order to coordinate and assess the adequacy of short and long-range resource requirements.
  • Conducting extensive liaison with the intelligence and Law Enforcement communities to represent the organization?s equities concerning CI and HUMINT topics.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Temporary Duty (TDY) may be required at least 20% of the time.
  • Must execute a classified information Non-Disclosure Agreement.
  • Must sign and comply with the provisions of a mobility (rotation) agreement. Mobility may include unaccompanied tours.
  • Must successfully complete all required certification courses and training for the discipline, position, and grade as directed by the CG, INSCOM, the MICECP Program Manager or otherwise established in the program manager guide.
  • In accordance with the MICECP Career guide, the incumbent of this position must successfully complete a HUMINT training certification course
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.

SPECIALIZED EXPERIENCE: To qualify based on your experience, your resume must describe at least one year of specialized experience which prepared you to do the work in this job. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service(GG/GS-13), and is defined as: Conducting coordination and policy formulation in developing new techniques, methods or procedures to conduct and/or support worldwide Human Intelligence (HUMINT) and Counterintelligence (CI) activities; evaluating instructional content and instructor training for advanced CI and HUMINT courses to ensure critical tasks and the needs of the enterprise are met; and, interacting with numerous government organizations involved in the intelligence coordination, certification, and validation process.

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
