Summary

This position leads a staff of several professionals, within the Alabama Division, covering all aspects of planning, environmental, realty, safety and Transportation Systems Management and Operations (TSMO) programs of the Federal-aid highway program. Works under the general policy direction of the Assistant Division Administrator. Responsible for instituting and implementing a complex program to attain the Division performance plan goals and objectives.

Help

The Lead Transportation Specialist:

  • Administers the Federal-aid highway planning, environmental, realty, safety and TSMO programs and builds on the synergy of the professional staff.
  • Leads the Planning and Program Management Team in the administration of the Federal-aid highway program. Leads staff in interpreting Federal-aid laws, regulations, and policies for State and local organizations, and assists in establishing long- and short-range transportation plans and programs, implementing stewardship and oversight initiatives, and technology transfer activities to accomplish the Federal aid highway program.
  • Represents FHWA in discussions with other Federal, State and local officials in resolving the most complex transportation problems relating to areas such as planning, environment, realty, safety, TSMO and other related program areas of the Federal-aid highway program.
  • Interprets and assists in implementing new federally mandated programs and major changes in ongoing programs towards addressing the total traveling need of the public with each new legislative package, while maintaining proper stewardship of Federal funds.
  • Works together with team members and embrace cross-cutting and multidisciplinary approaches to achieving program implementation and the goals/program objectives of FHWA and the Division Office.

The ideal candidate will establish effective relationships with our partners and customers and seek to understand and identify program needs and opportunities for innovation and efficiencies. Takes a proactive leadership role in promoting and assisting in the implementation of new technologies, standards, policies and initiatives. Is skilled in exercising independent judgment, flexible and comfortable working in emerging areas of the federal-aid highway program, and seeks to solve problems in a collaborative and team oriented environment.

CONDITIONS OF EMPLOYMENT:

  • SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service.
  • BACKGROUND INVESTIGATION: You will be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • GOVERNMENT TRAVEL CARD: This position involves travel.  A government contractor-issued travel card will be issued and must be retained for official business only.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience performing project or program activities related to Transportation, Safety, TSMO (Transportation Systems Management and Operations ), Environment, Planning, and/or Realty in accordance with regulations, standards, principles and methods; AND
  • Experience in consultation with others, developing alternatives and helping to resolve technical transportation issues or conflicts that arise with processes or outcomes; AND
  • Experience representing the organization with partners and stakeholders to provide advice, consultation, or project oversight.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.
