Summary

This position is located in the TXARNG Training Center DET 3, Camp Maxey, Powderly, Texas. The purpose of this position is to serve as a Training Center Manager responsible for all operational aspects of the training center. A Consolidated Training Center (CTC) is designed to support individual and collective training up to battalion level. A CTC includes individual through collective ranges, cantonment facilities and maneuver areas for company force on force training.

BASE OPERATIONS SUPERVISOR (Title 32)

  • Manages the overall operational aspects of the Garrison Training Center to include long and short range planning, and directing the operation, maintenance, repair, rehabilitation, and construction of all real property.
  • Ensures the provision of supply, support to troops, and training at the installation to include requirements, procurement, storage, issue and control of ammunition, POL, Station property, cantonment supply and billeting, and transportation motor pool operations.
  • Manages a variety of funds including program management of Range and Training Program (RTLP) funds and Integrated Training Area Management (ITAM) funds.
  • Directs the development of regulations, procedures and operating instructions tailored to the specific needs of the training center and addresses such functions as logistics and facilities management, range operations, administrative requirements, etc.
  • Implements programs to ensure compliance with all environmental and natural resource regulations established by Federal, state, and local agencies.
  • Ensures the continuous operational mobilization readiness of the training center and the operational ability on short notice (less than 24 hours) to support state and federal agencies in support of national defense initiatives.
  • Oversees the development and implementation of peacetime aspects of the training center mobilization mission to include preparation and maintenance of the installation mobilization plan and mobilization information packet.
  • Communicates and coordinates with NGB, commands of other MACOM's, states, their staffs and various organizational headquarters on matters pertaining to supply and training support activities.
  • Attends meetings, communicates, and coordinates with Federal, state, and city officials and civic organizations for the purpose of obtaining public services, planning for future needs, and discussing community problems or development plans that affect training center operations and the community.
  • Develops procedures and implements programs to ensure the physical security and safety of the employees, tenants, facilities, and property of the installation Training Centers.
  • In coordination with troop commanders, directs the establishment of recreational sites and provides recreational equipment in support of troop welfare programs.
  • Directs, coordinates, and oversees the work of subordinate supervisors.
  • Perform other duties as assigned.

Appointment Factor(s): This is an excepted service position that requires active membership in a compatible military assignment in the Texas Army National Guard and wear of the military uniform. Applicants who are not already on-board employees with the Texas Army National Guard do not meet the eligibility for this position.

Area of Consideration: In-Service/On-Board. This includes:

  • All currently employed full-time permanent, indefinite and temporary personnel of the Texas Army National Guard Technician Program.

Qualifications

Specialized Experience Required:

To qualify at the GS-12 grade level, your resume must include relevant experience with beginning and ending dates of employment/experience reflecting at least 36 months experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Experience preparing written communications and oral presentations.
Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for two months of specialized experience. Transcripts or Certificates of completion must be submitted for verification of completion of each course.
Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

Education

Substitution of Education/Training for the Specialized Experience - Completion of courses such as the Officer Advanced Course, Squadron Officer School, Command and Staff College, Air and Army War College, National Security Management Course and others of comparable level will be credited at the rate of 1 month of education for two months of specialized experience.
