Duties

Help
  • Serves as installation Sexual Assault Response Coordinator (SARC) to comply with the DoD requirements, developing and managing prevention and support programs and activities for sexual assault, other areas of interpersonal violence and victim needs.
  • Ensures the development and implementation of prevention programs relating to sexual assault.
  • Develops, implements and maintains an installation victim support system which addresses a wide variety of issues and problems.
  • Serves as the WG/CC consultant and representative involving all sexual assault issues on committees, working groups, conferences and community meetings.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-0101, Social Science Series, 0101.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience includes administering, managing, developing, and implementing all aspects of a program. Experience interpreting and implementing policy and knowledge of the military, DoD, Sexual Assault Prevention and Response (SAPR) program, victim advocacy, or advocacy services.

EDUCATION:
Applicants must have successfully completed a full four-year course of study leading to a bachelor's or higher degree in behavioral or social science or related disciplines, appropriate for the Sexual Assault Prevention and Response Specialist position. This education was obtained in an accredited college or university.

COMBINATION OF EXPERIENCE AND EDUCATION:
Must have a combination of education and experience that provides you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (The quality of the combination of education and experience is sufficient to demonstrate that you possess the knowledge, skills and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in behavioral or social science. Your creditable experience demonstrates analysis, writing, researching, and critical thinking skills sufficient to perform progressively more responsible work in the occupation.
OR
FOUR YEARS OF APPROPRIATE EXPERIENCE
: that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of laws, regulations, executive orders, issues, etc., relating to victim advocacy, sexual assault and other acts of interpersonal violence.
2. Comprehensive and professional knowledge of laws regulations, and policies as well as behavioral, social science and/or public health practices principles and theories relating to the prevention of and response to sexual assault and other acts of interpersonal violence.
3. Knowledge of social services delivery systems and concepts, principles and theories relating specifically to sexual assault and other acts of interpersonal violence.
4. Skill in assessing program needs to accomplish goals and objectives, evaluate program status and recommend and/or implement solutions for improvements.
5. Skill in applying tact and diplomacy during difficult circumstances to advise and inform individuals and high level officials on complicated sensitive and sometimes controversial issues.
6. Ability to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify and provide victim support assistance.

Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This definition of specialized experience is typical of work performed at the GS-11 grade/level or equivalent position in the federal service.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
