Duties

Help

Serve as fully independent advisor within geographical area of responsibility in accomplishing all objectives of the Soldier & Family Readiness Program (SFRP) for the Army National Guard to maximize retention and readiness. Provide input to develop, articulate, and implement the Family Readiness Program at the State level, inclusive of family readiness, family assistance, employment outreach, volunteer training and management and improvement of quality of life and well-being of Service members and families. Conduct needs assessments to determine requirements. Collect and organizes volunteer, family, and other related data, submit data and information through the State Family Program Director or Supervisory Family Support Services Specialist. Implement and maintain computer entry system to support reporting, for retrieval, and dissemination. Ensure accurate and timely input into the NGB-approved system of record for all applicable Service Members and Family case information, unit support, community outreach, training provision, volunteer management and other Family Program data. Coach, mentor, train junior staff. Conduct briefings at the local, unit and state levels to provide necessary information to leadership, commanders, Soldiers, Families, Soldier and Family Readiness Groups (SFRGs) and community partners and stimulate interest and support to build program and community capacity. Manages and operates family assistance center and provide assistance to commands within geographical area of responsibility in support of the SFRP. Provides information resource referral and non-medical administrative case management across all essential services; including but not limited to, Crisis, Legal, Financial, TRICARE, ID Cards/DEERS, Community Information and Outreach Services, Employment/Financial Literacy, Emergency Family Assistance Center (EFAC) and Exceptional Family Member Program (EFMP). Develop and maintain a directory of resources, agencies and organizations that are available to assist Service-members, Families and survivors. Shall coordinate assistance from military, government, and civilian organizations as needed to assist Service Members, Family Members, Retirees, and Civilian Government Employees needing military quality of life support, and ensure accurate and timely input into the NGB-approved system of record for all applicable Service Members and Family case information. Establish recurring outreach contact with each Service member's Designated Individual as directed by law, regulation or instruction from the Supervisory Family Support Services Specialist. Provides support during 24/7 EFAC operations, Yellow Ribbon Reintegration activities, Recruit Sustainment Program activities, drill and annual training periods as required. Provide training and technical support to Commanders and Family Readiness Liaisons to support their Unit Family Readiness program and Soldier & Family Readiness Groups (SFRGs). Responsible to conduct informal and formal training and recruiting of volunteers. Support volunteers to work with the Family Readiness Groups (SFRGs), and to instruct and train units, soldiers, and their families. Provide training and technical assistance to unit commanders and Family Readiness liaisons to develop local unit SFRGs. Recruit and complete administrative actions for the appointment of statutory volunteers. Develop and conduct orientation and training programs for volunteers, including Army Family Team Building, Army Family Action Plan and Operation Ready/Readiness Essentials for Army Leaders. Maintain a system of documenting volunteer services and hours, and a library of resource materials concerning volunteerism, and provide materials to volunteers as needed. Plans volunteer recognition activities at the unit and State levels and makes recommendations to the State Family Program Director or Supervisory Family Support Services Specialist higher headquarters for state and national level volunteer awards. Initiate Invitational Travel Orders (ITOs) for volunteers. Plans and conducts workshops and seminars, coordinating volunteer assistance as needed. Identifies statutory volunteers to serve as State Family Program volunteer council members, coordinates activities, and council communications. Assist higher headquarters in planning and coordinating resources for family assistance at deployment cycle support and steady-state readiness activities. Implement and maintains a system of providing publications and information to units and SFRGs. Provide technical support and training to Family Readiness liaison and Rear Detachment Commanders in support of unit family readiness. Submit information to support development and budget forecasting to support the Soldier and Family Readiness Support Program to higher headquarters. Conducts staff assistance visits to units in the geographical area of responsibility to accomplish the objectives of the program.

  • Irregular and overtime hours may be required to support operational requirements or contingencies.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • Indefinite employees may be separated with a 30 days? notice. Indefinite employees may be converted to permanent without further competition.
  • DESIRABLES: Two years of experience in Military/National Guard lifestyle through personal and/or professional experience with military personnel and military family members highly desired.
  • DESIRABLES: Individual must be familiar with standard concepts, practices, and procedures within Warrior and Family Services and the Alaska National Guard.
  • DESIRABLES: Strong verbal/written communication skills along with assessing needs, crisis management, event planning, and public speaking and has independently input PII in the database of record.
  • DESIRABLES: Skilled in coordinating AKNG Family Events and Skilled in presenting AKNG Family Programs to State, Brigade, and Company leadership and Ability to work in remote areas autonomously and independently.
  • DESIRABLES: Knowledge of AKNG specific family resources and benefits and Skilled in providing local and state resources to AKNG members and families and Skilled at supervising personnel at remote locations.
  • DESIRABLES: Skilled in coordinating Family Readiness events, volunteer recognition and awards and Knowledge of Family Readiness regulations and guidance as it pertains to the National Guard.
  • DESIRABLES: Available to work alternate workshift to include, weekends, drill weekends, and holidays

Qualifications

SPECIALIZED EXPERIENCE is experience which is directly related to the position to be filled and which has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of this position.

To Qualify for the GS-07:

A. One year of specialized experience equivalent to the GS-05 level. Examples of specialized experience include: Serve as fully independent advisor within geographical area of responsibility in accomplishing all objectives of the Soldier & Family Readiness Program (SFRP) for the Army National Guard to maximize retention and readiness. Manages and operates family assistance center and provide assistance to commands within geographical area of responsibility in support of the SFRP. Provide training and technical support to Commanders and Family Readiness Liaisons to support their Unit Family Readiness program and Soldier & Family Readiness Groups (SFRGs). Submit information to support development and budget forecasting to support the Soldier and Family Readiness Support Program to higher headquarters.

OR

B. Superior Academic Achievement (It recognizes students who have achieved superior academic standing) OR 1 full year of graduate level education. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one year of full-time study requirement.

OR

C. A combination of experience as described in "A" above and education as described in "B" above. Only education in excess of that required for a Bachelor's degree or equivalent degree may be used when combining education and experience to meet the total qualification requirements.

Submit information to support development and budget forecasting to support the Soldier and Family Readiness Support Program to higher headquarters.

OR

B. Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related.

OR

C. A combination of experience as described in "A" above and education as described in "B" above. Only education in excess of that required for a Bachelor's degree or equivalent degree may be used when combining education and experience to meet the total qualification requirements. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-9.

Additional information

- NOTE: A retired member of the Armed Forces may not be appointed to a DOD civilian position within 180 days after retirement, without a TAG approved waiver, in accordance with DoDi 1402.01, Employment of Retired Members of the Armed Forces, dated 09 Sep 2007 and National Guard Appointment for Retired Members of the Armed Forces Memo, dated 18 Jan 2019.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
- If you are a current Federal employee or former Federal employee, you must submit a copy of your latest SF-50 "Notification of Personnel Action" and/or a copy of the SF-50. You may submit your most recent performance appraisal.

- Cost of Living Allowance (COLA): Entitled to 2.86% COLA in addition to base salary, subject to change.
- Direct Deposit Program: If selected for technician position with the Alaska National Guard, you will be required to participate in the Direct Deposit Program. (Salary will be automatically deposited to bank/credit union account).
- Veterans' Preference: a copy of your DD Form 214 which must include character of service or a Statement of Service/Proof of Service which must include service dates and character of service. In addition, if claiming 10-point preference you must submit a VA Letter or a disability determination from a branch of the Armed Forces (or documentation of purple heart, if applicable) and a SF 15 (Application for 10-point veteran preference).

Veterans Information: Veterans' preference must be validated by formal submissions including all necessary supporting documentation. You must provide acceptable documentation of your preference or appointment eligibility. Acceptable documentation may be:

1. A copy of your DD-214, "Certificate of Release or Discharge from Active Duty," which shows dates of service and discharge under honorable conditions.
2. A "certification" that is a written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the certification is signed.
3. You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA call center or online.

NOTE: Prior to appointment, an agency will require the service member to provide a copy of the DD-214.
