About the Position: You will serve as the Chief of the Real Estate Division in the Mobile District Headquarters. You will report directly to the District Commander/Engineer and oversee several subordinate branches within the Real Estate Division.

This is an Army Acquisition, Technology, and Logistics (AT&L) Workforce position. The employee must meet DoDI 5000.66 requirements applicable to the duties of the position.

Duties

Help
  • As Real Estate Division Chief, exercises the responsibility for planning, directing, executing, coordinating, supervising and reviewing the real estate program.
  • Formulates and effects administrative and technical policies and procedures, which will result in the orderly execution of all District real estate program requirements.
  • Directs, monitors and reviews all work accomplishments of subordinate Branches to ensure that program objectives are being met and compliance is being effected with all governing guidelines.
  • Oversee the Acquisition Branch which is responsible for the planning and acquisition of Real Estate by lease direct purchase condemnation, transfer exchange or donation and maneuver permits.
  • Oversee the Management and Disposal Branch which is responsible for conducting negotiations in connection with granting of lease easements, licenses, and permits.
  • Oversee the Planning and Control Branch which is responsible for project planning, programming scheduling, controlling, budgeting surveying and mapping real estate activities.
  • Oversee the Appraisal Branch which is responsible for the valuations of all properties acquired, out-granted or disposed by the District.
  • Conducts negotiations on complex and controversial problems involving all activities of the Real Estate Division.
  • Reviews the recommendations made by Branch Chiefs on other such cases and makes decisions on actions to be taken.
  • Analyzes all real estate functions to devise more efficient and economical procedures.
  • Plans and assigns work to subordinates determining work schedules and priorities.
  • Evaluates performance of subordinates.
  • Coordinates with South Atlantic Division and higher headquarters related to policy changes and District implementation.
  • Obtains legal interpretation when necessary and, after studying the overall effect of the program, advises the District Engineer of the conclusion.
  • Renders decisions and makes recommendations for approval or comment to the District Engineer for ultimate transmittal to higher authority.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • CRITICAL ACQUISITION POSITION- This is a Critical Acquisition position and requires a 3 year tenure agreement to be signed, and Acquisition Corps membership or waiver must be active at the time of appointment.
  • Two year trial/probationary period may be required. In addition, a one year Supervisory Probationary period may be required.
  • Must be able to obtain and maintain a Secret Security Clearance
  • This position requires a Financial Disclosure OGE 450 to be submitted annually
  • Temporary Duty Travel of up to 25% may be required
  • This position is designated as Mission Essential
  • Acquisition Level III in Facilities Engineering must be obtained within 24 months

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: You must have one year of specialized experience: 1) Supervising or managing work involving federal real estate business lines of acquisition, management and disposal, (2) development of real estate policies, (3) interfacing with high level real estate and real estate contracting officer capacity. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some positions allow you to subsititue education for experience. For this position you must qualify using experience alone. No substitution of experience is allowed.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).

Education

Acquisition
This is a Level III, Facilities Engineering Acquisition Position.

Defense Acquisition Workforce Improvement Act Career Field Position.

Completion of mandatory acquisition training requirements for this position is a condition of employment. This is a Critical Acquisition Position. Unless specifically waived by the appropriate Army official, (i.e., the Director of Acquisition Career Management, the Army Acquisition Executive, or the Secretary of the Army) or if the employee is Grandfathered under 10 U.S.C. 1736(c)(1), the following are statutorily mandated requirements (Reference: 10 U.S.C. 1732 and 1737):

- Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.
- Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
