Summary

The incumbent is a general engineer, with emphasis in electrical engineering, mechanical engineering, civil engineering, architecture or construction management, responsible for planning, analysis and construction of new, conversion, remodeling, or modernization of existing VA Palo Alto Health Care Systems (VAPAHCS) buildings and facilities. Projects are complex and include construction and quality control requirements specifically tailored for each project.

Duties

Help

Incumbent provides supervision, project management oversight, project package reviews, oversight, coordination, and is responsible for handling all aspects of design and construction of engineering projects. Incumbent must plan, schedule , and coordinate designs and construction to provide complete integration with all organizational elements of the hospital and on accordance with applicable codes and regulations. Incumbent directs construction project management of the VA Palo Alto Health Care System.

Work Schedule: Full-time, 8:00am - 4:30pm

Physical Requirements: Work involves walking, bending, climbing, crawling or reaching to inspect buildings in various stages of construction. Occasional travel and long working days or weekends is required, and physical stamina may be necessary. The work includes on- site reviews and monitoring activities which may place the incumbent in situations requiring caution to avert health and safety hazards (e.g., inspecting construction sites and Federal facilities, etc.). Some field work may be required.

Highly qualified candidates may qualify for a recruitment/ relocation incentive.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:

  • Ensure that projects are completed in compliance with life safety code requirements.
  • Prepares Scope of Work for Architect/Engineer service contracts.
  • Coordinates with the designer and contractor in making design changes.
There is no educational substitution for the GS-13 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
