The primary purpose of this position is to serve as an instructional systems specialist designing, developing, and evaluating technical training courses, instructional materials, and measurement devices through the analysis of educational or instructional problems or questions.
Develops, reviews, validates, and revises technical training courses and instructional strategies.
Reviews and evaluates instructional media and materials to ensure correlation with plans of instruction or lesson plans. Assesses adequacy of audiovisual products, determines need for revisions, and develops recommendations for improvement.
Creates, revises, and validates measurement devices. Analyzes the learning objectives and corresponding measurement instruments to ensure the latter are current and effectively measure attainment of the objectives.

Physical demands range from walking/hiking at a rapid pace for up to 5000 meters over rough terrain, standing during long periods during a typical day, bending, reaching, and lifting up to 30 pounds of training materials

Qualifications
In order to qualify, you must meet the specializedexperience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1750, Instructional Systems Series.
Basic Requirement for GS-1750-11: A Bachelor's degree (or higher degree) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must include study in at least four of the following five areas: (1) Learning theory, psychology of learning, educational psychology; (2) Instructional design practices (3) Educational evaluation (4) Instructional product OR (5) Computers in education and training. Some positions in this series may specialize in one or two functional areas, where more specific academic preparation may be necessary. For such positions, agencies may require course work in the applicable functional area(s) as part of the above-required 24 semester hours. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience for GS-1750-11 which includes comprehensive knowledge of a wide a variety of instruction design principles and methods sufficient to plan, coordinate, and design instruction for full-length courses or complex development areas. Comprehensive knowledge of a wide variety of instructional development methods sufficient to develop and revise instructional materials which result in a complete and full-length training products for specialty areas or career management fields. Comprehensive knowledge of a wide variety of instructional measurements methods and principles sufficient to develop plans or policies for measuring achievement of instructional objectives. This definition of specialized experience is typical of work performed at the GS-09 grade/level position or equivalent in the federal service.
OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts.
OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of professional instructional design and instructional materials development to include use of technology for design and delivery of training.
2. Knowledge of professional principles, practices, and techniques of instruction as well as professional training administration concepts, practices, policies, and procedures.
3. Ability to analyze problems and develop timely economical solutions.
4. Ability to establish program objectives and assessing progress toward their achievement
5. Ability to plan, organize, and direct the functions, operations, and staff of a small organization
6. Ability to effectively communicate orally and in writing and establish and maintain effective working relationships with all levels of personnel within the component.
