Summary

The Southern Arizona VA Health Care System is currently recruiting for one (1) Lead Telephone Operator in the Engineering Service at Tucson, Arizona. The incumbent must use good judgement and make sound decisions independently. He/she will provide on the job training for telephone operators on the use of telephone consoles, radios, overhead paging, code alarms, med gas alarms and fire alarm systems.

Help

Duties include but are not limited to the following:

  • Utilize telephone procedures to i.e. operate telephone switchboard consoles, answer recurring kinds of telephone calls, use printed or computerized directories, and connect local calls and regular or special long-distance calls to their proper destinations.
  • Recognize and handle all threatening telephone calls including bomb threats consistent with standard operating procedures.
  • Monitor and respond to a wide variety of personal computer (PC) and panel based life safety alarm messages for fire, intrusion, duress, handles emergency calls e.g. Code Blue, Code Red, Code Green, etc., telephone, and mechanical systems to initiates a proper and/or timely response.
  • Respond to medical alerts, civil disasters, bomb threats, fire department alerts, assuring responsible people are notified.
  • Monitor employees' hours to ensures that annual, sick, emergency, and family care leave are recorded properly in VATAS timekeeping system.
  • Direct questions from callers, who often can provide only sketchy information, to the proper organizational component.
  • Utilize two-way radio communications with e.g. Engineering Service staff, Patient/Staff Transportation, notification of emergencies, codes, alarms, and staff assistance calls.
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/18/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing of telephone consoles, radios, overhead paging, code alarms, med gas alarms and fire alarm systems; providing job training for telephone operators on the use of same equipment.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years of education above the high school level
OR
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of successfully completed 60 semester hours of education above High School and experience to meet the total qualification requirements to qualify at the GS-5 level. (Transcript Required).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is usually sedentary in nature. Concentration is required in determining priorities.
Standing and walking is necessary to consult manuals, directives, and to assist visitors. There may be stress due to dealing with callers who are distraught and/or abusive. The work is performed in a well-lighted, temperature-controlled room. The lead telephone operator works with the telephone operator supervisor to ensure that a safe work environment is achieved and all safety precautions are met.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
