Duties

Help
  • Leads multifunctional team within the Contract Management Office (CMO), ensuring subordinates apply the strategies, goals, tasks, and procedures defined by DCMA policies and standard processes.
  • Advises chain of command on the relationship and impact of program management and earned value management team problems to the total group and/or programs.
  • Implements agency policies, guidance, standards, metrics and procedures for effective contract administration of Defense acquisition throughout the subordinate chain of command.
  • Supervises the evaluation of contractors? and subcontractors? processes, efforts, and products in accordance with contract terms.
  • Supervises the analysis of earned value management data and its use in predicting cost, schedule and technical progress on assigned contracts.
  • Reviews and recommends approval of functional specialists' surveillance reports and briefings ensuring they examine root causes and impacts of contractor performance deficiencies against all cost, schedule and technical contract requirements.
  • Assigns work, prioritizes efforts, and ensures subordinates have the capabilities and resources to accomplish their tasks.
  • Evaluates the performance of subordinates.
  • Orchestrates recruitment actions, interviews candidates and recommends selections for non-supervisory positions.
  • Maintains, enforces, and reports on CMO Internal Controls, and supports Mission Review Team assessments, and any required follow-on actions.

QUALIFICATIONS: In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

Specialized Experience required: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (NH-03). Specialized experience is defined as: Experience leading/advising on Major Defense Acquisition Programs to include: experience evaluating program cost/schedule, utilizing mitigation techniques, and performing risk assessments, reviewing comprehensive surveillance reports, identifying and documenting technical performance, and contract deficiencies early on in a program life-cycle in order to minimize future impacts.

Education cannot be substituted for experience.

  • Ability to communicate orally and in writing.
  • One-year supervisory probationary period may be required.
  • Two year trial/probationary period may be required.
  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • This position is designated as an Acquisition position and is subject to the provisions of the Defense Acquisition Workforce Improvement Act and associated DoD and DCMA policies and guidelines. Selectees must meet position requirements for certification at Level III in Career Category A - PROGRAM MANAGEMENT within 24 months of entrance on duty.
