Please Note: At this time, this airport is only seeking qualified Female candidates to meet mission related staffing needs. Transportation Security Officers (TSOs) engage in threat mitigation activities to protect aviation and other transportation modes. This opportunity is for the Alaska Screening Force (ASF). The ASF will be based out of Ted Stevens Anchorage International Airport (ANC) in Anchorage, AK, which is the state’s largest city.  This team of TSOs will routinely travel to support screening operations at federalized airports in remote Alaskan communities along the Arctic Ocean, Bering Sea and Gulf of Alaska, which include, but are not limited to:  Nome (OME), Kotzebue (OTZ), Bethel (BET), Kodiak (ADQ), Barrow (BRW) and Yakutat (YAK).  Deployments can range from 30 to 90 calendar days, but may be longer or shorter depending on operational needs.  Those selected for the ASF will be permanently assigned to ANC and, if they relocate to accept the position, will receive a fixed relocation payment to assist with relocation costs of $15,000.

TSO duties include:

    • Conducting screening of people, property, and cargo at an airport or other transportation terminals, as assigned, that provide commercial service to the public.
    • Performing searches and screening, which may include physical interaction with passengers (e.g., pat-downs, search of property, etc.), conducting bag searches and lifting/carrying bags, bins, and property weighing up to 50lbs.
    • Implementing security screening procedure in accordance with TSA objectives and directives.
    • Protecting the traveling public by preventing deadly or dangerous objects from being transported onto applicable transportation modes (e.g., aircraft, trains, etc.).
    • Engaging in continuous development of critical thinking skills, necessary to mitigate actual and potential security threats, by identifying, evaluating, and applying appropriate situational options and approaches.  This may include application of risk-based security screening protocols that vary based on program requirements.
    • Verifying appropriate checkpoint procedures are followed if prohibited items or hazardous materials are discovered during a referral
    • Providing input to incident reports when law enforcement is involved.
    • Mentoring D band TSOs, providing guidance and resolution for routine questions and issues, and assisting with passenger engagement when needed.

    • Exposure to potentially lethal devices and dangerous chemicals is inherent in this position

Physical Demands

    • Meet and maintain medical requirements for security screening work (including medical examination and physical abilities assessment) including but not limited to:
      • Ability to repeatedly lift and carry items weighing up to 50 pounds without assistance.
      • Maintain physical agility to ensure ability to squat, bend, and learn to inspect individuals and baggage/cargo.
      • Efficiently and thoroughly manipulate and lift baggage, containers, and other objects subject to security processing.
      • Maintain ability to walk up to three (3) miles during a shift and stand for prolonged periods (up to 4 hours) of time.

Qualifications

To qualify for the SV-E Pay Band you must currently hold or previously held the position of Transportation Security Officer at the SV-E Pay Band.

Education

This position is not a law enforcement position and therefore, is not covered by Law Enforcement Availability Pay or Law Enforcement Retirement.  Per the President's 2014 Fair Employment memo, TSA policy is to not adversely consider a candidate based on unemployment or financial difficulty through no fault of their own.

TSA is an excepted service agency.  Employment with TSA does not confer the "Competitive Status" that generally results from selection and service in Competitive Service agencies.  However, permanent employees who have at least one year of continuous service with TSA will be eligible to apply for positions in other Federal agencies under the OPM-DHS Interchange Agreement.

Bargaining Unit Status:  This position is in the bargaining unit for which the American Federation of Government Employees (AFGE) is the exclusive representative.

TSO Dress and Appearance Responsibilities:   TSOs are required to adhere to the Personal Appearance Standard that requires a neat, clean and professional appearance while on duty or while wearing a uniform.  This includes adherence to policies on accessories and grooming.  For example, with the exception of 1/4 inch stud-type earrings, body and/or tongue piercing may not be visible to the public.  In addition, tattoos of any kind on the head, face, and exposed areas of the neck must be covered at all times and not visible to the general public. TSA issued and approved items such as turtlenecks or dickies may be used to cover tattoos on the lower neck.

ASF deployments are challenging with some operations in the frozen arctic regions. ASF members must be prepared to be deployed to remote locations which could be extreme environments that lack some commonplace amenities.

ASF officers must maintain a Dual Function certification and be able to work various schedules to include 8-hour, 10-hour, 12-hour, split shift, and other non-traditional schedules.

The airport of record for ASF members will be ANC. ASF officers receive their base pay, 29.67% locality pay, 2.86% COLA,  deployments. When not on deployment, ASF officers are homeported to ANC.

Those selected for the ASF will be permanently assigned to ANC and, if they relocate to accept the position, will receive a fixed relocation payment to assist with relocation costs of $15,000.

ASF membership requires a mandatory minimum service requirement of two (2) years.
