Summary
THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPERVISORY ACCOUNTING TECHNICIAN - Title 5, Position Description Number T5149000 and is part of the WI USPFO, Camp Williams, Wisconsin National Guard.

Provide technical and administrative supervision in the Accounting Section that serves the ARNG military and Technician personnel.
Advises and provides counsel to employees regarding policies, procedures, and directives of management.
Plans and develops work assignments and priorities to effectively meet organization and customer needs.
Identifies employee developmental needs and improve staff competency through internal and external training to maintain and improve job performance.
Identifies the need for and participates in special projects; initiates milestones and goals.
Establishes, develops, and maintains effective working relationships with other Comptroller Division supervisors, unit supervisors, supported organizations, and higher headquarters.
Analyzes and evaluates data to conduct a variety of fiscal reconciliations, reviews, and account adjustments in accordance with fiscal laws, regulations, precedent decisions, and standard operating procedures.
Coordinates with financial program management personnel to resolve issues and/or prevent accounting errors.
Utilizes GFEBS, other accounting related interfacing systems, and a multitude of logistics, contracting, payroll, travel, accounts payable, disbursement and interfund automated systems to post/adjust transactions in the fiscal accounting database of record.
Ensures potentially complicated adjustments relating to the account balances, contract modifications, collections, disbursements, garnishments, or other actions are performed accurately and timely.

THIS IS A FINANCIAL MANAGEMENT LEVEL 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
2. Must be able to obtain and maintain the appropriate security clearance of the position.
3. May occasionally be required to work other than normal duty hours; overtime may be required.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training involving arithmetic principles, attention to detail, and application of established procedures for recording and compiling data. Experience using computer and automation systems.Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.
SPECIALIZED EXPERIENCE: Applicant must have at least 1 year equivalent to at least next lower grade, GS-09 (30 months) experience, education, or training of total accounting procedures. Demonstrated comprehensive knowledge and understanding of accounting principles including the concepts of an accrual accounting system, data analysis, and relevant accounting practices and policies. Possess experience entering and retrieving data into an automated accounting system. Demonstrated ability to read, review, and analyze financial statements, reports, accounting ledgers, and journals. Must be proficient in MS Word and MS Excel. Possess experience planning, organizing and coordinating work in order to resolve problems.Experience leading, directing and assigning work of personnel.
