Duties Include:
-Recognizes and determines if a crime is about to be committed, is in the process of being committed, or has already been committed.
-Distinguishes and properly classifies criminal or civil violations that may occur.
-Recognizes difference in "normal" and "deviant" behavior.
-Independently conducts foot patrol for a prescribed patrol area over the course of a regular shift.
-Writes Investigative Reports covering incidents on his/her shift containing pertinent information, which is factual, classified properly, and submits such reports in a timely manner.
-Informs individuals about their rights as suspects and/or witnesses.
-Responds to calls or alarms involving crimes in progress or just discovered.
-Questions victims and witnesses at the scene of an incident to determine the reasons for a call for assistance.
-Issues citations for personally observed violations of the law, rules, or regulations.
-Assists victims of accidents or assault by providing first aid, and/or calling for medical assistance, or assists in transporting to a specific location for medical treatment.
-Obtains statements from persons involved in or witnessing accidents.
-Records observations about traffic conditions, vehicle locations and other pertinent information for accident reports.
-Pursues and apprehends persons fleeing a crime scene or attempting to resist arrest while on VA property.
-Subdues individuals causing disturbances such as in family disputes, disrupting normal working operations, etc.
-Identifies and reacts to overcome life threatening situations such as natural or man-made disasters hostage, situations, terrorist attack, kidnap, or felony assault.
-Gives out crime prevention information and advice during patrols and when in contact with individuals.
-Directs traffic ensuring normal traffic flow, especially during congested times such as shift change and when an accident has occurred.
-Conducts extensive foot patrols and conducts physical security checks to include testing alarm and intrusion system.

Work Schedule: Varies, Multiple Shifts; Saturdays, Sundays, and Holidays Required. Currently working 10 Hour Shifts: 6:00 AM to 4:00 PM; 2:00 PM to Midnight; 10:00 PM to 8:00 AM.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Creditable Specialized Experience may have been gained in work on a police force; through service as a military police officer; in work providing for safety and security of persons and property, providing visitor protection and law enforcement in parks, forest, or other natural resources or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Experience as a Security Guard or Corrections Officer is NOT normally qualifying experience.

Specialized Experience: Applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-5 level Federal service that equipped you with the knowledge, skills and abilities to perform successfully the duties of a Police Officer position at the GS-6 level. Specialized experience is defined as experience that provided knowledge of a body of basic laws and regulations, providing for safety and security of persons and property, practices and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills.

Examples of Specialized Experience may include responding to calls or alarms involving crimes; providing for safety and security of persons and property; questioning individuals at the scene, establishing the identity of injured parties, identifying the nature of incidents, and taking statements; informing individuals about their rights as suspects and/or witnesses; operating radar or other speed detection equipment and pursuing speeding vehicles when enforcing traffic regulations or laws; arresting violators caught in the act or who readily admit to guilt; issuing citations; enforcing speed limits; assisting at accident scenes; preparing reports that describe events that may be used in future legal actions; responding to duress alarms and subduing unruly individuals; patrolling; pursuing and apprehending person; subduing individuals causing disturbances; identifying and arresting violators; taking charge of a crime or accident scene and restricting access to those persons required on the scene; seeking detecting, and protecting evidence and witnesses at the scene of an incident; making arrest and performing booking procedures, conducting investigations; questioning and taking statements from victims, witnesses, and complainants; interrogating suspects; applying all correct rules of search and seizure; and analyzing facts to identify suspects and develop case information.

Requirements for Police Officer Positions:
New VA Police Officers are required to attend a 10 week course at the VA Law Enforcement Training Center in Little Rock, Arkansas. Satisfactory completion of this course is a condition of continued employment.

Officers are required to carry agency-approved firearms while on duty on VA property. Officers must achieve and maintain qualification with the agency-approved firearm as condition of gaining and continuing employment as a Police Officer.

Officers must also successfully complete physical and psychological examinations prior to entering on duty and annually thereafter as a condition of continued employment.

Applicants must possess a valid State license, have a safe driving record and demonstrate that he or she is medically qualified to operate the appropriate motor vehicle safely.

Applicants selected for this position must be proficient in the English language in accordance with Public Law 94-102 dated November 23, 1977.

An individual who is convicted of a domestic violence charge cannot be authorized to own, be issued, purchase, or otherwise have possession of a handgun under the Lautenberg Amendment (PL 104-208) to the Gun Control Act of 1968 (18 USC 922).
A background security investigation will be required for all new hires.

Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication.
Failure to successfully meet these requirements will be grounds for termination.

This is a testing designated position. All applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with the VA.

There is no educational substitution for the GS-06 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: Work requires regular, recurring, and strenuous physical exertion such as frequent climbing of multiple flights of stairs, lifting heavy objects over 50 pounds, and crouching or crawling in restrictive areas or physical exertion in the defense of oneself against physical attack.

Work Environment: Work environment consists of constant, inherent risk of physical endangerment that could result in loss of life or serious bodily harm. In such situations the officer may not have control over the situation and may not have time in which to take preventive measures. The officer may be required to arrest, detain, or otherwise control or respond to personnel who may be armed, under the influence of alcohol/drugs and may be mentally impaired. Work also requires patrolling during severe weather with wide annual variations in climatic conditions. Working conditions may involve travel on unimproved roads and/or roads which have not yet been cleared of snow/ice. As an emergency response member, the officer must also respond to chemical/biological treats, accidents, and/or incidents.

Medical Standards: Must be capable of performing the designated physical and mental functional requirements essential to the duties of the police officer position. These requirements are contained in VA Handbook 0730. Law Enforcement personnel must also successfully complete physical and psychological examinations prior to entering on duty and annually thereafter as a condition of continued employment
