This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Office of Budget and Program Coordination in Sterling, VA.

This position involves the performance of records and information management work which includes planning, controlling, directing, organizing, training, promoting, and other activities involved with respect to records creation, maintenance and use, and disposition in order to achieve adequate and proper documentation of the policies and transactions of BOEM as well as effective and economical management of bureau operations.

At the full performance level (GS-12) the major duties of this position include, but are not limited to the following:

  1. Plays a lead role in activities supporting records dispositions (destructions and transfers) and files management.
  2. Serves as the authoritative expert in maintaining the bureau records inventory database.
  3. Conducts program outreach in order to locate additional records repositories, expand and enhance the records inventory database, and ensure that bureau personnel are knowledgeable about records management principles and requirements.
  4. Supports the bureau's modernization from paper and physical records management processes to mainly electronic records management practices.
  5. Provides assistance to program offices with the development and implementation of standardized file taxonomies and naming conventions.
  6. Provides advice and guidance to records liaisons on records and information management lifecycle requirements in order to identify records eligible for disposition.
  7. Works with the Bureau Records Officer in developing and enhancing records management guidelines and practices.

Salary Range Information: 
GS-11: $72,030 - $93,638
GS-12: $86,335 - $112,240 per annum.

First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Qualifications

Minimum Qualification Requirements:

To qualify for this position, you must meet the Specialized Experience OR Education for the series/grade to which you are applying.  

For the GS-11 grade level only: you must the description in either A, B, or C to qualify for this grade level.

GS-11 Specialized Experience:  

To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service.  Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1) experience performing core records management functions such as; destructions, transfers, applying records schedules, and files management; 
2) experience utilizing a records management database and software applications such as; Excel, Access, Oracle, Share Point, and/or Office 365 Google Suit); 
3) experience applying standardized file taxonomies and naming conventions; and 
4) experience providing program outreach and guidance regarding records management concepts to a variety of customers and stakeholders.

Education: Successfully completed 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related.

Combination of Education and Experience:  combination of graduate level education and experience that equals 100% of the total requirement for this grade level.

Note: At the GS-12 grade level, education cannot be substituted for experience.  Only experience will be creditable.

GS-12 Specialized Experience:

To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service.  Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 
1) experience in interpreting and applying records and information management laws, regulations, and policies;
2) experience in the creation of guidance and policies to ensure the protection and proper management of both physical and electronic records throughout their life cycle;
3) serving as a subject-matter expert on a records inventory database and other records tracking software and tools;
4) serving as the organizations clearinghouse for all records inquiries.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. Records Management – Knowledge and skill with records management laws and regulations and with applying records management theories, practices, and activities for both digital and physical formats.
Customer Service- Skill in providing efficient and effective responses and solutions to customers and stakeholders affected by the program.
