Duties

Help

This position is in the Office of Policy Analysis, Office of the Assistant Secretary Policy, Management, and Budget (AS/PMB). The Office assists the Secretary, and the AS/PMB, in evaluating Departmental programs, developing new programs and major program changes, carrying out major studies of policy and programs, and conducting analyses of natural resource issues.

(The duties described reflect the full performance level of this position.)

At the full performance level GS-15 the major duties of this position include, but are not limited to the following:

As Deputy Director for Policy Analysis, the incumbent fulfills the following major duties and responsibilities:

  1. Serves as full deputy to the Director, Office of Policy Analysis and, as such, provides coordination and technical review of Departmental program policy development to ensure compliance and consistency with Administration and Departmental policies.
  2. Directs or assists with the direction of policy, program, and economic development and coordination of staff efforts in ensuring adequate evaluation of alternative courses of action, and useful and systematic presentation of policy and program proposals to the Assistant Secretary and Secretary.
  3. Provides professional leadership, advice, and assistance to the Assistant Secretary and bureau staffs in the development of program policy and economic plans and evaluation. Provides or assists in direction of a high-level professional staff who conduct, coordinate, and advise on: (a) the accomplishment of technical, analytic, evaluation research studies; (b) surveillance of bureau, regional, and local programs and activities; (c) scientific research; (d) development of data, interpretative reports, positions or policy statements, and environmental impact statement reviews; (e) comments on legislative concerns; or other matters as requested.
  4. Leads long-term special programs or projects for top Departmental management, providing direction and leadership to accomplish high priority Secretarial objectives. Develops appropriate courses of action to accomplish objectives and provides leadership, negotiates, coordinates, monitors and reports on such programs, projects and special assignments as appropriate. Such work includes representation on assigned programs and projects outside the Department with pertinent constituent groups and government officials. Work is reviewed in terms of the effectiveness in accomplishing objectives and conformance to the policies of the Secretary.
  5. Directs or assists in directing staff in the process of facilitating conflict resolution as required to resolve inter-bureau or inter-governmental differences on policy and program issues.
  6. Represents the Department to the Office of Management and Budget, Council on Environmental Quality, and other Executive branch offices and departments on matters relating to program policy issues, and frequently represents the Director, Office of Policy Analysis, the Deputy Assistant Secretary .Policy and International Affairs, and the Assistant Secretary .Policy, Management, and Budget in decision meetings within the Department.
  7. Serves as a Departmental expert in analyzing and advising on the integration of the Department's natural resource and Indian policies and programs with those of other agencies of the Government consistent with the policies and objectives of the White House, the Domestic Council, the Council on Environmental Quality, Council of Economic Advisors, the National Security Council, and other entities of the Executive Office of the President.
  8. Reviews, determines, and recommends policy and program areas and issues for which in­ depth analysis or special studies should be made. Such analyses include evaluations of

(a) national, regional, or other needs, (b) program objectives and goals, (c) evaluation of alternative approaches to meeting objectives and goals which would produce the same or greater benefit at the same or lesser cost, and (d) establishment of relative priorities.

  1. Directs the Program Coordination staff including supervising the review of legislative proposals, Secretarial correspondence, and proposed changes in Departmental rules, regulations, and policy statements, and advising the Director, Office of Policy Analysis, the Deputy Assistant Secretary Policy and International Affairs, and the Assistant Secretary Policy, Management and Budget and other members of the Secretariat on the implications of program and policy initiatives.
  2. Performs other duties as directed.

OS has determined that the selectee may be allowed situational telework with supervisor approval.

Salary Information

Washington DC:

GS-15 $ 142,701 to $170,800  per annum.   First time hires to the Federal government normally start at the lower salary range of the grade level.

Specialized Experience

To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service.  Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.  Specialized experience is defined as demonstrated experience: 1) Planning and executing annual and multi-year activities; 2) providing leadership and guidance in support of organizational goals; and 3) exercising a full range of supervisory/managerial authorities and determining the structure of individual positions and reporting lines and allocation of funds; (4) using independent judgment in formulating strategies in implementing programs and policy objectives

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.
