Summary

The General Engineer is assigned to the Project Section of Facilities Management working with clients to develop station-level, non-recurring maintenance and minor construction projects. They will manage projects from cradle-to-grave with an emphasis on scope, budget, and schedule. The work affects the efficiency, economy, safety, adequacy, patient care, and aesthetics of buildings that are a part of the St. Cloud VA Medical Center, and related Community Based Outpatient Clinics (CBOC).

Duties

Help

Major duties of the position include, but are not limited to:

  • Develop Project documents including design drawings, specifications, cost estimates, and related contractual materials in accordance with applicable criteria and regulations outlined by NFPA, JCAHO, EPA, OSHA, and VA, and other regulatory bodies.
  • Develop and manage projects from conception through the warrantee to include: researching projects assigned by supervisor; researching allocable codes; developing engineering solutions;completes schematic design; preparing cost estimate; preparing construction specifications and drawings; negotiating or receiving pricing, and managing construction.
  • Survey existing conditions of medical center facilities.
  • Apply engineering expertise to solve maintenance and construction problems that arise in the medical center.
  • Design and develop a variety of construction projects, which considers electrical power and lighting distribution systems, HVAC systems, architectural designs, floor plans, steel structural beams and columns, interior plumbing systems, and other structural members in the preparation of layouts to avoid conflicts of structural load requirements.
  • Prepare drawings, layouts, and plans required for the use of the Project Section Staff for proposed additions, improvements, alterations, modifications, repairs, equipment installation, and new construction as requested.
  • Prepare an Independent Government Estimate to negotiate or evaluate contractor pricing.
  • Coordinate work schedules with contractors and medical center staff.
  • Lead intermediate and final inspections of the construction work.

Basic Requirements:

  • Education: Degree in Professional engineering (or higher). To be acceptable, the program must:
    • (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or
    • (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
  • OR
  • Combination of Education and Experience: College-level education, training, and/or technical experience that furnished a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
    • Professional Registration
    • Written Test
    • Specified Academic Courses
    • Related Curriculum
In addition to meeting the Basic Requirement (as indicated above), you must also possess the following specialized experience and or education:
GS-11:
  • Specialized Experience: In additional to the basic requirements, you must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge/experience in preparing and administering construction project designs and layouts, specifications, and estimates; preparing original designs and preliminary/final layouts; directing surveys and investigations to establish baseline data necessary to initiate design, evaluate design objectives, perform technical calculations, and identify the most economical and efficient procedures; performing scheduling and layout of operations, and inspection and surveillance of materials, methods, safety and equipment used in construction; and providing professional advice to peers, non-professional administrators, or managers.

  • Education: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree for the experience required for the GS-11 level. Transcripts Required.
  • OR
  • Combination of Education/Experience: Applicants may also combine education and experience to qualify at the GS-11 level. When combining education with experience, first determine the total qualifying education as a percentage of the education required for the grade level; then determine the experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is basically sedentary; however, frequent physical activity such as walking, climbing, bending and carrying light items such as paper, books, files, manuals, blueprints, etc. is required. The incumbent must also be physically able to safely navigate the interstitial space of the medical center, climb ladders, inspect roofs, evaluate in-ceiling work, and inspect construction sites.
