You will monitor policies and procedures related to the pre/post award contract and/or grant functions.
You will serve as technical expert on standards and procedures governing all functional areas of the acquisition and assistance processes, most of which are applicable to the unique requirements for basic and applied research.
You will develop suggested policy and techniques to support agency positions or procedures involving the administration of contracts and/or grants with universities and non-profit organizations.
You will draft acquisition/procurement policy guidance, interpret directives and recommend implementation strategies of such policy and directives.
You will critique and draft formal comments on proposed Department of Navy (DON), Department of Defense (DOD) or other regulations and policies.
You will review procurement documentation and participate in peer reviews at all approval levels.
You will represent the Branch and participate as a team member on working groups in the development and preparation of NRL pre/post award acquisition and assistance policies, standards and procedures.
You will handle special projects involving research and analysis.

Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties 1) Determine method of solicitation (Market Research); 2) Make Open Market Purchase (Solicit quotes); 3) Evaluate quotes/negotiate various issues with contractors such as price, transportation, delivery date, discounts, and method of shipment; and 4) Ensure award is in accordance with all applicable procurement laws and regulations, including competition, sole source, small business rules, labor laws and wage determinations, preference for government sources of supply.

A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND
