The following duties are at the full performance level of GS-11, if selected at a lower grade level you will perform the duties at a reduced level of responsibility and/or difficulty with appropriate level of supervision. Work assignments require the rangeland management specialist to determine approaches and solutions using professional knowledge or experience of range management operations. Major duties include but are not limited to: Plans, manages, produces, and implements allotment evaluations for assigned allotments; provides and coordinates oversight and review of field and district office range documents for NEPA adequacy; reviews grazing permit applications to ensure compliance with appropriate federal law and regulations; processes protests and appeals, prepares casework in preparation for hearings; and provides input to interdisciplinary reports, environmental assessments resource management plans, and protective stipulations for rangeland ecosystems.

Physical Demands: The work is generally sedentary but may require occasional physical exertion such as walking over rough, uneven, or rocky surfaces and exposure to extreme temperatures during onsite inspections. The field duties of this position require that the employee operate four-wheel drive vehicles on and off roads in isolated areas.

Work Environment: The work is performed in the office and field locations under a variety of topographic and climatic conditions.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the basic education and specialized experience requirements - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

Basic Entry Requirements:
This position requires a degree in range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences and natural resources management, as follows: Range Management - At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements and ranch or rangeland planning; directly Related Plant, Animal, and Soil Sciences - At least 15 semester hours of directly related courses in the plant, animal and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production and soil morphology or soil classification are acceptable; and related Resource Management Studies - At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages and outdoor recreation management; OR A combination of education and experience -- at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown above, plus appropriate experience or additional education. You will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades.

Specialized Experience Requirement:
In addition to meeting the Basic Entry Requirements stated above, applicants must have specialized experience and/or directly related education of the position to be found qualified. In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade.

  • To qualify for the GS-05: You must meet the Basic Entry Requirements as stated above.
  • To qualify for the GS-07: You must have 1 year of specialized experience equivalent to at least the GS-05 level in rangeland management related work, OR Superior Academic Achievement, OR 1 year of graduate level education leading to Master’s degree in the field of rangeland management or directly related fields of study, OR have an equivalent combination of the type and level of experience and education described above. Specialized experience for the GS-07 is defined as: assisting higher level professionals with grazing applications and permits, on-the-ground use supervision, planning and conducting range studies, planning range & watershed improvements, conducting trespass investigations, consulting with livestock operators and preparing land use planning documents.
  • To qualify for the GS-09: You must have 1 year of specialized experience equivalent to at least the GS-07 level in rangeland management related work, OR 2 years of progressively higher-level graduate education leading to a master`s degree or master`s or equivalent graduate degree in the field of rangeland management or directly related fields of study; OR have an equivalent combination of the type and level of experience and education described above. Only graduate level education in excess of the first year of may be combined with experience. Specialized experience for the GS-09 is defined as work requiring the application of expanded professional knowledge, such as assisting with grazing leases, permits, transfers and allotment management plans; monitoring studies, allotment evaluations and inspections; and analyzing multiple resource management issues.
  • To qualify for the GS-11: You must have 1 year of specialized experience equivalent to at least the GS-09 level in rangeland management related work, OR 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in the field of rangeland management or directly related fields of study; OR have an equivalent combination of the type and level of experience and education described above. Only graduate level education in excess of the first two years may be combined with experience. Specialized experience for the GS-11 is defined as work assignments that require the rangeland management specialist to determine approaches and solutions using professional knowledge or experience of range management operations such as resolving grazing administration issues, developing allotment plans, and serving as principal contact and negotiator for rangeland issues within multiple-use-management areas.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

  • Knowledge of related disciplines in order to integrate findings into the allotment evaluation processes.
