Duties

Help

Chief Medical Officer (CMO) for the Phoenix Area Office will develop and maintain, as well as provide expert technical oversight, for all medically related programs and health related activities. The Chief Medical Officer will also serve as the principal advisor to the Area Director and a liaison for the Clinical Directors and Medical Officers in the management of the Indian Health Service clinical operations and will report to the Area Director.

  • Serves as the primary advisor to the Area Director on all aspects of health care programs.
  • Responsible for maintaining the professional integrity, quality, and effectiveness of health care activities including therapeutic clinical services.
  • Provides medical oversight and assures that medical practices and procedures and the medical care quality assurance review mechanisms at each IHS Facility are appropriate, of high quality, and consistent with his policy.
  • Works with Tribes and Urban groups for the purpose of promoting and understanding of IHS programs and individual and group participation in planning, implementing and evaluating health programs and policies.

This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.

A one-year supervisory/managerial probationary period may be required upon selection/placement.

Measles and Rubella immunization required for selectees born after 1957. Seasonal Influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities.

The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

Selectee may be required to travel and must possess a valid driver license.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

BASIC REQUIREMENT(S): All Physicians must meet all three of the following basic requirements:

1. Degree - Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country.

2. Graduate Training Subsequent to Degree - 1 year of supervised experience providing direct service in a clinical setting, i.e., 1 year internship or the first year of a residency program. This graduate training must by approved by accrediting bodies recognized within the U.S. or Canada.

3. Licensure - Active, unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the U.S. Applications will be accepted from physicians who are not currently licensed; however, if selected for a Federal appointment they must obtain a license before entering on duty.

MINIMUM REQUIREMENTS: In addition to the above, physicians must also meet the following requirements for the GS-15 level:

  • 5 years of residency training in a Medical Specialty OR have equivalent training and work experience in a Medical Specialty (e.g., a senior specialist with 3-4 years of experience beyond residency training) that demonstrates the ability to provide patient care of an extremely difficult and responsible level.
  • Must have experience in being directly responsible for the planning, management, operation, and evaluation of a health care delivery system for an Area Health Program(s).
  • Experience in being the primary advisor in the planning, executing, coordinating, and evaluating of all aspects of a Health Programs health delivery system including establishing policies and procedures.
  • Experience in representing a Health Program in liaison with other agencies or entities regarding the health and health related matters of the program(s).
  • Experience in providing oversight and leadership to quality management programs.
  • Experience in evaluating health delivery system to insure program progress and effectiveness of programs policies, procedures and practices.
  • Experience in providing technical assistance to supervisory and nonsupervisory Medical Officers.
  • Experience in insuring the continuity of all health delivery program(s).
  • Managerial Abilities: This is a managerial position and candidates, in addition to the professional qualifications listed, must have demonstrated in their work experience or training, that they possess, or have potential to develop, the qualities of successful supervision, as required for this position.
Selective Placement Factor - Board Certification: In addition to the minimum requirements, the following certification is determined to be essential to perform the duties and responsibilities of a particular position. Applicants who do not meet a selective placement factor are ineligible for further consideration.
  • I am currently Board Certified in the physician's specialty by the American Board of Medical Specialties (ABMS) or the American Osteopathic Association (AOA). I have attached the name of the Medical Board and certification dates.
This position requires that you obtain and maintain medical staff clinical privileges. If they are not obtained or maintained during employment, the employee may be subject to adverse actions, up to and including removal from the Federal service.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

This position is not covered by a Bargaining Unit.
