Summary

Position leads the development of the Mission Support Directorate (MSD) Planning Programming Budgeting and Execution (PPBE) process on behalf of Marshall Space Flight Center (MSFC). This role serves MSFC senior leadership and customers in providing guidance, expert analysis, strategic advice, and recommendation. Position coordinates, facilitates, and executes the entire budget formulation and budget execution processes across all MSFC organizations and customers.

Duties

Help
  • Leads, manages, and facilitates the formulation, development, and execution of Mission Support activities and budgetary activity for the MSFC OCFO and Associate Director.
  • Serves as the primary interface to HQ Mission Support Directorate Resource Management Office (RMO) and Mission Support Future Architecture Program (MAP) on all resources matters.
  • Provides proactive guidance, expert analysis, and strategic advice to senior leadership and customers on all SSMS and CECR projects, activities, and initiatives.
  • Establishes budget guidelines for the control account manager projects. Reviews and approves project budget submissions, and allocates funding to the supporting organizational offices.
  • Assists the manager in setting organizational goals and priorities for cost, schedule, and technical requirements.
  • Provides meaningful and challenging assignments and growth opportunities to employees to develop strengths and address areas where improvement is needed and leads lessons learned and continuous improvement initiatives.
  • Leads team and fosters an established environment and culture of trust, respect, collaboration, empowerment, agility, creativity, and excellence across community and internal and external stakeholders.
  • Consistently engages, monitors, and manages workload and proactively addresses current and upcoming requirements in a rapidly changing environment.

Qualifications

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-13 grade (or equivalent).

Applicant must have one year of specialized experience equivalent to the next lower grade (GS-13), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for the GS-14:

Experience managing, and facilitating large-scale budget formulation, development, and execution activities across many Center organizations in support of Agency processes.

Experience demonstrating exceptional effectiveness in communicating actions, information, and recommendations to customers and senior management officials.

Experience anticipating and delivering special institutional studies and assessments based on senior leadership vision and needs.
