Duties

The incumbent:

  • Digs ditches and trenches with picks and shovels where dirt is hard and compact, does grading and sloping. May occasionally for a short period of time break up pavement or other hard surfaces with the use of jackhammer.
  • Cuts down trees, bushes and shrubbery using aces, power chainsaws, or other cutting devices. Sweeping and cleaning the clinic and quarters area.
  • Loads and unloads heavy boxes, bulky supplies and materials to and from trucks, dollies, etc; moves heavy boxes, cartons, by hand, hand truck or dolly; opens crates or boxes using crowbars and cuts bands using shears; stacks supplies and materials where directed.
  • Help maintenance crew in knocking down walls of buildings with sledge hammers or other types of equipment; hand tools, pipes and/or other equipment to maintenance workers when they are performing plumbing, carpentry, pipe-fitting or other trades and crafts type work.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts or an itemized list of college courses which includes equivalent information from the transcript (course title, semester/quarter hours, and grade/degree earned) in your resume.

MINIMUM QUALIFICATIONS:
QUALIFICATIONS REQUIRED: No specific length of experience is required. Applicants will be rated on the basis of their response to the assessment questions included in the vacancy announcement and the information contained in their resume.

OTHER SIGNIFICANT FACTORS: Ability and manual skill to operate and maintain equipment and tools such as riding lawn mowers and walking mowers, chain saws, and heavy duty jacks or lifts. Ability to work with heavy tools such as axes, sledgehammer, picks and snow shovels and handles objects safely. Ability to read signs and manufacturers' instructions, follows oral and written directions, moves around well enough to work safely, lifts and moves heavy to very heavy weighted objects (over 50 lbs.). Incumbent needs to be able to write and read diagrams and operator instruction manuals. Basic knowledge of seasonal gardening tasks in fertilizing, trimming, and applying chemicals. Uses hand and power-operated garden tools and equipment such as seeders, spreaders, edgers, hedge trimmers, pruning shears, and sprayers.

Physical Effort: Incumbent exerts heavy physical effort in operating large, riding equipment on grades and in areas with bushes, trees and other visible obstacles that require significant maneuvering and lever control. Heavy physical effort is exerted, frequent lifting of objects weighing up to 50-lbs. Occasionally exceeding 50 pounds.

Working Conditions: Incumbent works outside in all kinds of weather and inside in areas that may be dusty, drafty, and noisy. The equipment, tools, and tasks involved at this level frequently require extreme care and use of safety gloves, ear plugs, safety glasses or respirators to avoid severe injuries.

In order to perform the required ground care duties and responsibilities of this position, incumbent must possess a valid state driver's license. Operates, i.e. Cushman vehicles, 1/2 to 3/4 tone pick-up trucks.

You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Laborers follow general instructions to perform tasks that require prior work experience or training, and some degree of manual skill.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.
