Duties

Help
  • Functions include certification, requirements, verification/validation, interface management, risk leadership, business management, engineering insight, or technology/risk reduction portfolio management.
  • Engages in design, development, test, evaluation, production, certification and operations activities and technical interchanges and based on this information directs the update of products, processes and procedures.
  • Activities are compatible with available resources such as facilities, equipment and personnel, with an objective of maintaining schedule to meet milestone requirements.
  • Establishes interfaces with counterparts at the Program level, international partners, cross-program stakeholders, industry interfaces and Agency discipline support to ensure integration of the lander design and mission sequence activities.
  • Consults with all levels of management, headquarters personnel, and other Centers and organizations in the design of systems, subsystems, or equipment in areas such as spacecraft systems and test operations.
  • Coordinates with other offices within the program to establish content, cost, schedule, deliverables, and services. Formulates and negotiates agreements and plans for institutional support of project activities.
  • Monitors and controls program or project development efforts and resource utilization.
  • Reviews contractor recommendations and documentation for merit and compliance with Program requirements, and makes recommendations for acceptance or denial.

Qualifications

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-14 grade (or equivalent).

Applicant must have one year of specialized experience equivalent to the next lower grade (GS-14), which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for the GS-15:

Experience leading and participating in the conceptual and preliminary design and development of technology requirements of Moon and Mars lander systems and subsystems.

Experience in leading Agency-level study and trade activities.

Experience leading project management activities associated with highly complex systems.

Experience collaborating with and integrating across programs and organizational boundaries to resolve technical issues and negotiate schedules and plans for work products.

Education

In order to qualify for this position you must meet Basic Education Requirement:

Applicants must have successfully completed an undergraduate or graduate degree with a major in either a) engineering from a college or university that has ABET accredited engineering programs or b) Physical Science, Mathematics, Life Science, Computer Science, Other fields of science.

The degree must have been received in the year of, or any year subsequent to the original date of accreditation. To find out if a school has an ABET accreditation, go to ABET accredited schools (http://www.abet.org).

Degrees in engineering technology are not considered to be qualifying for this position.
