Duties

Help
  • Serve as an advisor and consultant to the Director/Deputy Director in planning, developing, implementing, managing, and coordinating nationwide compliance review activities of Risk Management reinsured program operations
  • Provide technical expertise in the analysis, research, and assessment of organizational and individual compliance with RMA rules and regulations
  • Advise the Director/Deputy Director regarding the extent of noncompliance and recommend action to resolve discrepancies and administer appropriate sanctions for acts of noncompliance
  • Develop compliance procedures and handbooks to implement and maintain the compliance program
  • Provide analysis and evaluation of the nationwide program impact of compliance findings on Reinsured Companies and RMA operations and activities
  • Presents conclusions and information to the Director for use in making recommendations to RMA management in formatting Compliance policy, program decisions and other executive actions
  • Analyze and review subject responses and rebuttals to compliance findings and makes determinations as to their substance and validity, making final determination recommendations to the Director/Deputy Director
  • Research and monitor crop production, farming practices and trends, and review techniques and methods ensuring that procedures are accurate and current
  • Remain current with agricultural and insurance practices and principles

Qualifications

Minimum Qualifications
GS-13: Specialized Experience: To qualify for the GS-13, you must possess one year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through federal service. For this position, specialized experience is defined as developing, implementing, managing and coordinating a nationwide compliance program; independently performing complex investigative assignments for agricultural insurance or reinsurance programs; and planning, conducting and reporting on compliance reviews and investigations.

Applicants must meet all qualifications and eligibility requirements by the 02/07/2020 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above.

Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
