Duties

Help
  • Serves as a Contract Specialist responsible for preaward and postaward functions, including cost/price analysis, negotiation, and administration for a variety of mission supply, service and/or research and development requirements
  • Works as a member of a team led by a Senior Contract Specialist on the most complex of the organization's contracting actions, or alone on actions of moderate complexity.
  • Reviews requests for the procurement of equipment, services, and/or studies.
  • Prepares solicitation documents and incorporates provisions, such as cost accounting standards, requirements for technical proposals with appropriate weighting factors, testing procedures, cost escalation factors, cost data requirements programs.
  • Negotiates with potential contractors and prepares records of negotiation and recommends award to the Contracting Officer.
  • Interprets contract provisions for contractors and Government officials.
  • Prepares initial agency position on protests, claims, and appeals.
  • Closes out contracts, or issues termination notices.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Contract Specialist, GS-1102:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

You must also meet the Specialized Experience requirements along with the Basic Requirement for the 1102 Series:

One year of specialized experience which includes performing detailed analysis of proposals on supplies, equipment, services, and/or construction for installations; 2.) compiling bidders' list from qualified bidders' applications, knowledge of suppliers, and/or contacts with trade associations; and 3.) contacting offerors and/or contractors to negotiate prices. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

  • Must be able to obtain and maintain a Secret security clearance.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level Intermediate Level II in the Acquisition Career Field Contracting within 24 months of entrance on duty.
  • This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
  • This is a Career Program (CP) 10 - Contracting position.
