The incumbent of this position serves as the recognized expert in Industrial Hygiene (IH) for VISN 22 and other VA organizations located within the Network's geographic area. VISN 22 is comprised of eight VA Health Care Systems: Albuquerque, Greater Los Angeles, Loma Linda, Long Beach, Phoenix, Prescott, Sand Diego, Tucson, and is managed by two offices, one in Long Beach and one in Gilbert, AZ.

This position can be located at any of the facilities within VISN 22.

The VISN Industrial Hygiene program is concerned with the recognition, evaluation, and control of those environmental conditions or stressors arising in or from the workplace which may cause sickness, impaired health, significant discomfort, or inefficiency. These conditions or stressors are encountered in the construction, operation, and maintenance of VISN 22 Health Care Systems and research laboratories. Authoritative guidance and principles for this position are defined in VHA Directive 7701, Comprehensive Occupational Safety and Health Program."
The VISN 22 Industrial Hygienist/Green Environment Management System (IH/GEMS) Program Manager accomplishes this mission by assessing program needs, providing strategic management planning, ensuring environmental compliance and occupational safety and health considerations are integrated into decision-making processes relative to proposed actions, standardization, coordination, implementation, and administration of essential program elements; oversight of facility programs, evaluation of program effectiveness, and supporting environmental compliance and industrial hygiene staff education and training across the Network.
The incumbent reports directly to the VISN 22 Gilbert Capital Asset Manager (CAM).

Principle Duties and Responsibilities

  • Responsible for advising facilities within the VISN and VHA Central Office (VHACO) on IH/GEMS program implementation to meet external regulatory and internal VHA requirements
  • Participates in VISN 22 and VHACO IH/GEMS committees, chairs the VISN 22 GEMS Workshop, serves as a member of the VISN 22 Safety & Health Leadership Subcommittee, and provides monthly program updates
  • Interprets new regulations and assures that specific industrial hygiene policies are consistent with state and local regulations and procedures
  • Provides industrial hygiene consultative services to facility Industrial Hygienists and other professional, scientific, and administrative services
  • Directs the preparation of and maintains status report of progress toward meeting industrial hygiene program objectives
  • Investigates employee complaints that cannot be resolved at the local level to make a final determination
  • Consults with other agency experts including radiation safety officers, physicians, industrial hygienists, environmental engineers, safety managers, and fire protection engineers to resolve difficult hazards and to develop guidelines and procedures
  • Assists and consults with health care system engineering staff, Directors, and VISN staff in the proper development and prioritization of projects to correct industrial hygiene deficiencies
  • Evaluates facility program effectiveness and compliance with applicable laws and regulations
  • Reviews VISN 22 engineering construction and renovation project plans, specifications, budgets and proposed land transactions to ensure that all environmental issues are identified
  • Reviews the training and education activities related to occupational health and environmental compliance for management and employees

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/03/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: expert knowledge and substantial experience in applying Occupational Safety and Health and Industrial Hygiene regulations, knowledge of the latest industrial hygiene technical developments, expert knowledge and substantial practical experience interpreting and applying Federal environmental regulations and laws of Arizona and New Mexico, knowledge of environmental engineering and environmental science concepts, knowledge of Legionella disease prevention and mitigation strategies, and knowledge of environmental auditing and surveying techniques.

Evaluation of Experience

Qualifying experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness. This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls.

Such work must have involved experience in all of the following areas: the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is generally sedentary with occasional walking and standing when conducting on-site evaluations. Travel schedules may pose additional physical demands. The work is performed in an office setting with some infrequent exposure to hazards encountered in health care facilities and health research laboratories.
