Duties

Help

The position is in the Research and Development Service at the VA Medical Center in Milwaukee, WI. The primary purpose of the Program Analyst - Institutional Review Board Administrator position is to function as the primary procedural, administrative and expert resource for the Institutional Review Board (IRB) which reviews all research projects involving human subjects conducted by Veterans Affairs personnel at any institution or by non-VA personnel at the VA Medical Center.

Duties include but are not limited to:

  • Serves as the Senior Institutional Review Board Administrator and is responsible for the efficient management of the Institutional Review Board (IRB);
  • Assumes primary responsibility for the oversight, administration, implementation, and management of all IRB business, including policies and procedures related to the protection of the rights and welfare of human subjects, and compliance with all regulations, policies, and guidelines applicable to research involving human subjects in research;
  • Applies detailed and sometimes disparate regulations, policies, and procedures in order to ensure IRB, institutional, and investigator compliance as well as the protection of human subjects;
  • Assists in the education of investigators and research staff on a case by case basis as required;
  • Performs analytical and evaluative work associated with program activities;
  • Oversees and performs audits of local investigators as part of the institutional quality assurance procedures;
  • Trains new members in the policy, procedures and responsibility of IRB membership; and
  • Performs other related duties as assigned.
Work Schedule: Monday through Friday, 8:00a.m. to 4:30p.m.

Qualifications

In order to qualify for this position at the GS-11 level, you must meet one of the following:

Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Program Analyst - Institutional Review Board Administrator. Specialized experience includes serving as an Institutional Review Board (IRB) administrator, with responsibility for managing an Institutional Review Board; overseeing the administration, implementation, and management of IRB business, including policies and procedures related to the protection of the rights and welfare of human research subjects. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Education: Successful completion of a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities to do the work of the Program Analyst - Institutional Review Board Administrator position. This education must have been obtained in an accredited college or university. NOTE: If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation.

Combination: Equivalent combinations of successfully completed progressively higher level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of the Program Analyst - Institutional Review Board Administrator position. This education must have been obtained in an accredited college or university. NOTE: If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work involves considerable walking, standing and bending in searching various files. There is occasional lifting and carrying of such items as record boxes and bulky files.
