Duties

Help

Duties include but are not limited to:

  • Assists with the installation and maintenance of all types of Plumbing and assists with layouts for needed routing, placement, slant, slope and fall of systems; determining the parts (pipes, elbows, valves etc.) are the proper kind and size.
  • Assists with the repair of all types of mechanical equipment such as laundry equipment, shop equipment, grounds equipment, motor scooters, vacuum pumps, dish washers, air compressors, mechanical beds and mechanical drive belts, pumps and seals.
  • Removing, cleaning, replacing, adjusting and testing defective parts or equipment such as controls, fixtures, wiring switches and relays as well as assisting journeymen level electricians in the completion of day-to-day work orders and assignments.
  • Assists carpenters in the maintenance and alteration of all buildings, roofs, walls, floors, and ceilings, doors hardware, fixtures and construction alternatives. Without supervision the incumbent can repair or modify items and structures such as framework, doors, door frames, and hardware.
  • Hang pictures and bulletin boards, clean door locks but not install them, repair and replace window shades and blinds, automatic door checks door handles, hinges, closures , tile floor coverings and drop-in ceiling tiles.

Current Title 38 Hybrid employees: To qualify for a Title 5 position based on the Interchange Agreement, you must
meet the following:
1. Be currently serving under a permanent appointment.
2. Served continuously for at least 1 year in the other merit system prior to appointment under the interchange
agreement.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements/Working Conditions: Works from ladders, scaffolding and platforms and where the parts of systems worked on are in hard-to-reach places. This requires the incumbent to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions. The incumbent frequently lifts, carries and sets up parts and equipment that weigh up to 40 pounds. Occasionally, the incumbent is required to lift items in excess of 40 pounds. Work is carried out in tiring positions such as standing, crouching. stooping and kneeling as well as prone. Considerable manual manipulations are required and physical strain is encountered in performing tedious repairs in bard to get to places. Muscular effort is expended in lifting, pulling or pushing while putting on repairs or working on parts of heavy equipment.

The work is done inside and outside and is usually dirty, dusty and greasy. The incumbent is sometimes required to work outside in bad weather and in areas that are noisy. Incumbent occasionally is exposed to the possibility of broken bones. electrical shock and bums. Incumbent-is frequently exposed to the possibility of cum, bruises, scrapes and infections. Incumbent assists with tasks in steam tunnels,attics, crawl spaces and trenches where the incumbent is exposed to possible bums from hot water and steam. Danger of falling from scaffolding or ladders. Fumes from refrigerants, gas, carbon dioxide, and dirty, greasy and noisy work constitute a disagreeable and unavoidable element of the job.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
