Duties

Help
  • Plan and manage the development and execution of a Direct Test Support budget of over $90 M and customer reimbursable programs of $300M.
  • Responsible for the program and budget operations for the activity to include all aspects of planning, coordination, development, implementation and maintenance of the internal operating budget for the test center.
  • Develop test cost estimates and charging rates for the various types of test customers and validates test center resource requirements.
  • Supervise an organizational segment of considerable size and is responsible for assuring that an acceptable quality and quantity of work is produced.
  • Plan, direct, coordinate, and review through subordinate team lead, the activities of analyst and specialist engaged in accomplishment the assigned functions of the division.
  • Review and analyze unfinanced requirements.
  • Recommend resolution either by reprogramming, alternate course of action, trade-off, and/or referral to higher headquarters.
  • Identify existing or potential program and/or financial deficiencies, abnormal trends, or situations which affect the program.

  • This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
  • You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Financial Management Level 2 Certified position required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • Failure to obtain this certification within 24 months of entry may subject to adverse action.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes experience reviewing and consolidating budget/cost estimates to optimize execution of budgetary and resource requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service NH-02 (GS-12).

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent NH-02 (GS-12).

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
