(1) Arkansas Army National Guard (AR ARNG) Technicians; (2) All members of the AR ARNG/ANG, (3) Individuals who are not members of the National Guard but who are eligible to acquire membership in an available and compatible military grade for excepted technician positions. (Upon selection, must be a member of the Army National Guard).

The selectee inspects, receives, sorts, counts, and classifies hazardous materials such as explosives, toxic chemicals, flammables, gas cylinders, radioactive material, and hazardous waste. May be required to perform pre-receipt examination of property on site at the generation point and assures that the turn-in and shipping is in order, that the containers meet standards, are placarded, and marked properly. Rejects property not meeting turn-in requirements and assists the turn-in activity to correct the rejections. Determines the nature and degree of the particular hazard involved. Determines if containers are Department of Transportation (DOT) approved, safe to handle, non-leaking, capable of withstanding routine handling and safe for required periods of storage. Assures that storage compatibility is adhered. Determines the need for special handling/special storage of certain property (e.g. friable asbestos, batteries, pesticides, etc.). Performs complex searches of shipping and storage records, material specifications, vendor contracts, computerized or micro fiche data for material identification and advises lower graded workers on specialized procedures. Performs other duties as assigned.

MILITARY REQUIREMENTS:

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.

Military Grades: Enlisted, Not to Exceed SFC/E-7

Compatible Military Assignments: electee must be a member of the Arkansas Army National Guard and be assigned to a compatible military position in a unit supported by USPFO in Military Occupational Specialty (MOS) 13B, 13Z, 25B, 36B, 51C, 88M, 88N, 89A, 89B, 92A, 92F, 92Y. Must become compatible within 12 months of appointment.

IMPORTANT NOTES (AS APPLICABLE): Upon selection for this position, individual must possess or initiate a National Agency Check with Inquiries (NACI) background investigation. A favorable determination based upon investigative results is mandatory for this position. Failure to meet these requirements will result in termination of employment. A pre-placement physical is required if not already current. Upon selection, must complete mandatory Full-Time Support (FTS) Training at the Professional Education Center (PEC) within six months of assignment (if applicable, training will be coordinated by the supervisor). Individual must meet all military requirements of the position without creating a grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO. Selectee may be subject to uncommon duties, rotational shift assignments and overtime duties.


Participation in direct deposit is mandatory.

Qualifications

GENERAL EXPERIENCE:
Experience or training which demonstrates the ability to distinguish between closely related or similar items, ability to follow procedures, ability to sort materials by type, and skill in the use of hand tools.

SPECIALIZED EXPERIENCE: Must have 18 months experience identifying and sorting a variety of complex materials and equipment. Experience receiving materials and equipment, recording, and placing items in proper storage areas. Experience preparing all items for shipment using appropriate agency instructions. Experience in mathematical equations. Experience interpreting and using Federal Supply Catalogs, military and manufacturing catalogs, and technical and agency manuals. Experience using and operating forklifts and motor vehicles.

PLACEMENT FACTORS: Applicants should demonstrate through prior experience, education and training the following: (1) Experience in performing a full range of warehousing activities to include receiving, storage, selection, and shipping bulk and bin material and equipment. (2) Knowledge of handling procedures of hazardous items such as ammunition, explosives, chemicals, and radioactive materials in accordance with regulatory requirements. (3) Experience in processing materials/items utilizing appropriate Standard Army Management Information System (STAMIS) such as computer terminal and bar code reader to read, store, track, and prepare material documentation. (4) Knowledge about special documentation for materials received and shipped out to include Material Safety Data Sheets (MSDS) and Controlled Cryptographic Item (CCI) certificate. (5) Experience with preparing a variety of supply documents and reports. (6)Experience in performing classification inspection for material within range of authority. (7) Experience in operating large warehouse perimeter vehicles such as cargo tractors, stake trucks, mobile cranes, and forklifts ranging in size up to 10,000 lbs. (8) Completion of an MOS-producing course related to the field.
