Duties

Help
  • You will be responsible for recapturing, by allocation, the cost of utilities services to customers including electricity, portable water, sewage, natural gas, steam, and propane systems.
  • You will prepare engineering reports and correspondence for forwarding to customers and their major claimants.
  • You will conduct field work and semi-professional work associated with utility systems.
  • You will identify deficiencies in the existing utilities metering and utilities control systems through utilities system feedback, inspections, and production information.
  • You will investigate malfunctioning meters and prepares requests for meter repairs.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level II. Certification is required within 24 months of appointment.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service performing duties such as: 1) Entering, storing, processing, and retrieving data that models the physical components of utility distribution networks for a geographic complex; 2) Recapturing, by allocation, the cost of utilities services to customers including electricity, potable water, sewage, natural gas, steam, and propane systems; 3) Working as the principal point of contact on all customer utilities matters; 4) Acts as the contact with all levels of customers commands, higher headquarters, and commercial utility companies concerning allocation and other utility matters and must be able to respond to questions concerning allocation of utilities, meter reading, billing, etc; 5) Conducts technical reviews of utility billed usage prior to approval for processing vouchers for payments; 6) Interfaces with the utility providers to clarify or resolve invoice discrepancies.

A 40 hour work week is typical for this position.

A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

PHYSICAL DEMANDS

The ability to inspect utilities systems and review jobs in progress is a frequent necessity. Fields site visits require standing, stooping, bending, and climbing ladders up to 20 feet and into manholes, vaults, and/or pits. There may be a need to lift or move equipment, manhole covers, or steel sheets weighing from 50-400 pounds (using steel rod to assist). The incumbent may be exposed to all weather conditions, dirt, dust, fumes, rodents, reptiles, excessive nose and heat.

WORK ENVIRONMENT

The working environment is generally an office. However, field trips are required in order to personally form and engineering opinion prior to development or engineering and planning decisions. Appropriate safety equipment is used. Must be able to obtain a California driver's license and drive a motor vehicle.
