Duties

Help
  • Supports actions and tasks essential to developing, implementing, managing, and sustaining programs that supports NASA's mission success by moving beyond equal opportunity compliance and eliminating barriers.
  • Advises senior management, line supervisors, managers and employees on discrimination complaints, conflict resolution and equal employment opportunity procedures, policies, and guidelines.
  • Evaluates and reviews action plans for accuracy of statistics, proper inclusions and exclusion elements, compliance to agency regulations and guidance, and completeness and consistency of demographic and statistical data within the plans.
  • Provides expert guidance on discrimination complaints. Reviews case characteristics, determines the validity of complaints, and recommends a position; establishes, maintains, and controls EEO complaint records, complaint tracking systems, and files.
  • Assesses and advises the EEO program and Agency Special Emphasis Program Manager (SEPM) tasks. Collects and analyzes progress in achieving equal employment opportunity goals and objectives.
  • Compiles and reports on data collected for Management Directive 715, Diversity and Inclusion and SEPM plans, annual EEO reports, and other requests from NASA organizations.
  • Assists in developing outreach and recruitment plans and collaborates with advisory groups/employee resource groups to coordinate and assist with projects and activities.
  • Collaborates with other Equal Employment Specialist to analyze and evaluate programs, plans, and projects, identify issues or deficiencies, provide solutions, and implement improvement plans to meet established goals and objectives.
  • Plans, develops, and coordinates a wide variety of ODEO support services including responding to inquiries and request for assistance on administrative issues within the office; researches and develops various diversity and inclusion reports.
  • Duties assigned will be commensurate with the grade of selected employee.

Qualifications

SELECTIVE FACTOR: Applicant must be a currently certified EEO COUNSELOR in the Federal government
AND
Must have completed the initial 32 hours certification in EEO Counseling training and/or the 8-hour annual EEO Counselor refresher training within the last 12-months prior to appointment date.

Specialized experience at the GS-11 grade level is defined as professional working experience that included providing advice, recommendations and guidance on equal employment opportunity (EEO) programs which include EEO complaints processing, conflict resolution, reasonable accommodation and disability employment program matters, EEO policies, EEO laws and regulations; assisting in the processing of reasonable accommodation requests; compiling EEO reports and analyzing EEO data and recommending solutions to problems that adversely affect equal employment opportunity. Knowledge of applying federal EEO guidelines to develop, implement, and manage equal opportunity programs, including identifying EEO problems/issues, compiling and analyzing demographic information, and making recommendations for resolution of complaints and other EEO programmatic responsibilities.
OR
Ph.D. or equivalent doctoral degree in a related field, or 3 full years of progressively higher level graduate education leading to such a degree.
OR
An equivalent combination of the experience and education requirements described above.

Specialized experience at the GS-12 grade level is defined as professional working experience that included serving as a subject matter expert on EEO complaints processing; reviewing, developing and implementing EEO policies or procedures related to equal opportunity programs and two or more of the following: special emphasis program management, affirmative employment programs, MD-715, diversity and inclusion, reasonable accommodation, disability employment program, conflict resolution program; and conducting compilation, review and analysis of EEO data to identify systemic barriers to diversity and equal opportunity, and developing EEO reports and corrective action plans to ensure compliance with federal EEO laws and regulations, other EEO guidelines, and developing corrective action plans.
