Duties

Help
  • The primary purpose of this position is as an Air Reserve Technician (ART) serve as technical advisor, assistant to Maintenance Group Commander/Senior ART, assist in planning, organizing and monitoring varied functions of the maintenance complex.
  • Serves as technical advisor to the Group Commander/Senior ART. Advises the Group Commander/Senior ART on personnel morale and welfare. Provides technical and administrative supervision for team of 2-3 employees.
  • Provides liaison between the maintenance staff and production supervisors for the purpose of coordinating the overall activities of the Maintenance Group.
  • Advises superior of potential problems not identified through maintenance data systems to solve specific problems or accomplish special projects relative to the unit mission.
  • May be required to serve as the senior maintenance representative during absences of superiors. Assures that personnel in supervisory positions attain and maintain the highest degree of technical skill.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions .

SPECIALIZED EXPERIENCE: One year of specialized experience for GS-11 level positions which includes at least 52 weeks of specialized experience at the lower grade, GS-09 level or equivalent. Examples of specialized experience includes: Having knowledge of AFRC mission and associated organizations, programs and functions; having knowledge of assigned weapon systems, support equipment, or other maintenance equipment requiring a understanding of a wide range of concepts, principles, and practices in the occupation, including those requiring extensive specialized training and experience; having the ability to collect analyze, evaluate, and interpret the full range of technical data ( e.g. specifications, schematics, engineering drawings. reports,) in order to extract appropriate information to develop technical decisions and recommendations. Having the ability to provide policy, technical guidance and training to users of equipment.

: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills and abilities to do the work of this position or LL.M., if related.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirement is at least 100%. NOTE: You must submit a copy of official transcripts.

FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet time in grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised. Knowledge of personnel management policies, practices, and procedures including Military Equal Opportunity.
2. Knowledge of safety regulations, practices, and procedures. Knowledge in using and maintaining a variety of hand and power tools, equipment, and precision measuring and/or test equipment.
3. Knowledge in troubleshooting, inspecting, and/or tracing hard-to-locate defects or problems. Ability to analyze data and programs. Ability to plan and organize work assignments to include determining resources required to accomplish mission.
4. Ability to manage overall direction and coordination of subordinate work activities and functions and implement sound personnel policies, practices, and procedures through subordinate supervisors.
5. Ability to communicate effectively, both orally and in writing.
6. Comprehensive knowledge of assigned weapon systems including airframes, aircraft systems, and the interrelationships among systems and aircraft power plants, needed to make various operational checks and verify established performance limits. Knowledge of applicable personnel and time/attendance directives, instructions, guidelines, and requirements.

OTHER SIGNIFICANT FACTS:
1. Incumbent must have a full understanding of multiplicity of machine processes, operations and work sequences involved in the utilization of a large variety of general purpose tools and specialized trades and crafts; considerable initiative and judgment in observing and evaluating causes of delay, taking remedial action and particularly in determining adjustments in established schedules and plans on an intermittent basis to effectively meet changing requirements caused by "non-programmed" workload factors.
2. Must have ability to establish and maintain effective relationships with supervisory personnel with the maintenance organization and responsible line and staff personnel in other organizations.
3. The incumbent's regular assignments are primarily ART duties; however, the incumbent may also be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
4. May be required to fly in military aircraft when performing temporary duty travel.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Your preference and/or appointment eligibility will be verified prior to appointment. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.

Individuals selected for ART positions must meet both civilian qualifications and uniformed military requirements. In addition to meeting civilian qualifications, applicants must obtain military membership in the Air Force Reserve, wear the uniform, maintain job-specific military specialty requirements, and meet other military qualifications such as age, height, weight, and physical fitness standards. Tax Law Impact for PCS:
On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
