This position is located within the Department of the Interior, National Park Service, Denver Service Center (DSC), Planning Division in Lakewood, CO. The Denver Service Center is the central planning, design, and construction project office for the National Park Service. DSC provides cradle to grave project management and delivery; from planning to construction. DSC works in every NPS region and in more than half of all parks in the National Park System. The DSC Planning Division provides expertise in park planning and related environmental compliance to the National Park Service (NPS) programs, regions, and park units throughout the national park system. The incumbent reports directly to one of four branch chiefs within the Planning Division and performs a wide range of duties related to planning and functions as a planning project team member involved in the preparation of a variety of planning projects, studies and related environmental documents.
At the full performance level(GS-12)the major duties of this position include, but are not limited to the following:
1. Serves as a project specialist on interdisciplinary teams of planning professionals to prepare a variety of planning projects and studies (e.g., general management plans, special resource studies, heritage area plans, wilderness studies and visitor use management plans), and related environmental documents (e.g., environmental assessments and impact statements).
2. Participates in all planning phases to include: preparing sections of major planning products and delivering needed planning services, preparing research scopes, budgets, and schedules in consultation with the division's program coordinator and senior technical specialists, monitoring and reporting on the progress of assigned tasks to ensure assignments for planning projects remain on track.
3. In consultation with other technical experts, ensure that the planning process and products related to their technical discipline are fully compliant with federal laws, regulations and DOI/NPS position.
4. Serve as a contracting officer's representative (COR) or Agreement Technical Representative (ATR) for contracted portions of projects or delegating those duties to an alternate COR to ensure contractors meet NPS and DSC standards.
5. Write and review assigned portions of NEPA documents (environmental assessments, environmental impact statements, Finding of No Significant Impacts, Records of Decision) to ensure all compliance mandates are met.
6. Analyzes and makes recommendations to the project manager with respect to the social, economic, and political context to support sound decisions on planning projects.
The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Range Information:
GS-09: $56,167-$73,013 per annum. GS-11: $67,956-$88,348 per annum. GS-12: $81,451-$105,890 per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position.
