This information has been updated for the Fiscal Year 2021 Civilian Strategic Leader Program (CSLP) Nomination Call. This year all CSLP application submissions will be through MyVector at https://myvector.us.af.mil/myvector. Registration in MyVector is required by the applicant, supervisors and endorsers. The system will lead applicants and supervisors/endorsers through a series of prompts to register. All applications must be submitted by 28 February 2020 and endorsed by 13 March 2020.

NOTE: Assignment locations will be identified during the selection process and assignment are located worldwide (Conus and OConus). Installation level assignments include Deputy Director for Installation Support, Executive Director, and/or Director of Staff.

This position is classified as a Deputy Director for Installation Support or Executive Director, GS-0301-14, with the full scope of overseeing the complex, and varied day-to-day support activities that the Mission Support Group (MSG) provides installation-wide. As a Deputy Director, incumbent provides higher level management direction to subordinate MSG squadrons, i.e. Civil Engineer, Communications, Force Support, Security Forces, Logistics Readiness and Contracting. Establishes metric and analysis systems for squadrons managed to assess efficiency, effectiveness and compliance with regulatory procedures. Plans and coordinates work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organization resources to achieve organizational goals and objectives.

Qualifications

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of large, complex organizations that provide communications support ( computer network, email, telephone, etc.); security; contracting; meals; lodging; recreation; building, utilities, road, and grounds maintenance and repair; as well as other functional support to large installations with many buildings, facilities, roads, and acreage.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
4. Ability to analyze, plan, coordinate, and adjust work operations of multiple organizational segments to meet program requirements and objectives within available resources.
5. Ability to communicate both orally and in writing.

GS-13 (and equivalent), Promotion Eligible individuals only. This is a two-step process:

Education

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
