Summary

Serve as a Clinical Laboratory Assistant for the Phoenix Indian Medical Center (PIMC) Laboratory located in Phoenix, AZ. There are multiple positions to be filled. The incumbent(s) will report to the Deputy Laboratory Manager onsite with responsibility for performing the pre-analytic phases of laboratory testing procedures, and may also perform the analytic and post-analytic phases of waived testing procedures.

Duties

Help
  • Perform both routine and specialized assignments, demonstrating proficiency and understanding of clinical laboratory procedures
  • Participate in a quality control program and prepare blood samples for analysis at outside laboratories
  • Package and ship diagnostic specimens to reference labs
  • Perform phlebotomy using aseptic venipuncture techniques and other specimen collection procedures
  • Order or retrieve lab requests and give patients any pertinent data in regards to specimen collection

  • Security Clearance: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. After you begin your employment, your continued employment is contingent upon the outcome of a complete background investigation as determined by the sensitivity level of your position.   • This is a designated position covered by Public Law 101-630, requiring contact or control over Indian children. Upon tentative selection, selectee will be requested to complete, sign, and submit the Addendum to OF-306, Child Care & Indian Child Care Worker Position form. Due to this requirement, the agency must ensure that persons hired for these positions have not been found guilty of or pleaded nolo contendere or guilty to certain crimes.
  • Measles and Rubella immunization required for selectees born after 1957. Seasonal Influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities.
  • May work 10 hour shifts or alternate work schedules (rotating, evenings, and weekends) to provide continuity of service.
  • Must have a viable bank account at a financial institution for electronic direct deposit of salary payment.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

MINIMUM QUALIFICATIONS:

Applicants who meet one of the following requirements may qualify for positions at the GS-4 grade -

  • 6 months of general experience that provided a familiarity with the subject matter of the position to be filled AND 6 months of specialized experience.
  • Successful completion of an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency.
  • 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of a full-time training course of approximately a year's duration in a medical or clinical laboratory assistant (or technician) school that included instruction in chemistry, hematology, blood banking, and microbiology (including serology) and that, in addition, included supervised laboratory practice incident to the diagnostic process and the treatment of patients.
  • 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled.
  • A combination of education and experience that when combined fully meet the minimum qualifications for this pay grade.
Qualifying specialized experience for the GS-4 grade is defined as: performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings or performing technical support work in a closely related field such as biological laboratory technician work, which required the application of the methods and techniques of a Medical Technician. Duties must have included using laboratory manuals which provided detailed instructions regarding techniques, procedures, reagents, stains, controls, normal values, etc. and setting up collection trays with supplies necessary for collection of blood and other specimens.

Applicants Unable to Obtain a Completed Form BIA-4432, "Verification of Indian Preference for Employment in the BIA and IHS Only." We understand that some applicants with Indian Preference (IP) have been unable to obtain a signed Form BIA- 4432 from their Tribes to demonstrate that they are an enrolled member of a Federally Recognized Tribe, since many Tribal Government Offices have closed during the COVID-19 pandemic. The Indian Health Service will make an exception enabling applicants to provide a Certificate of Indian Blood (CIB) or other Tribal enrollment documentation when initially applying for the position. This will allow Indian Health Service hiring officials to select and bring the applicant on board without delay. However, once the COVID-19 period officially ends and full operations have been restored, Indian Health Service will require applicants to obtain and submit the signed, official Form BIA-4432, "Verification of Indian Preference for Employment in the BIA and IHS Only." within 60 days. If the new employee fails to obtain the signed enrollment form, Indian Health Service will terminate the employee.

This position is covered by a Bargaining Unit.

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.
