Summary

This position is responsible for the timely acquisition of a wide variety of medical, scientific, technical, and specialized supplies, services, and equipment for patients of the VISN 1 Prosthetics Program (New England) and including the Togus VA Medical Center and the CBOCs for the State of Maine. This complex purchasing will be done virtually from Togus VAMC which encompasses the entire VISN 1 Prosthetics Program.

  • In-depth knowledge of the body of procurement regulations,methods, procedures, and business practices to make purchases involving the specialized requirements for veterans
  • Knowledge of Federal Acquisition Regulations and Veterans Affairs Acquisition Regulations
  • Ability to effectively communicate with veterans, their families or caretakers, physicians, clinicians, vendor representatives, other provides, as well as Medical Center Staff in person, by telephone or in writing
  • Work independently and have the knowledge of solicitation or purchasing methods such as would be acquired through extended training or experience to make competitive or simplified acquisition purchases
  • Knowledge of price analysis techniques

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/29/2020.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of the body of procurement regulations, methods, procedures, and business practices to make purchases involving the specialized requirements for veterans with a variety of physical handicaps, and commercial requirement that may have unstable price or product characteristics, are difficult to locate sources, many other critical characteristics or similar complicating factors. Knowledge of Federal Acquisition Regulations and Veterans Affairs Acquisition Regulations is required. Incumbent must have the ability to effectively communicate with veterans, their families or caretakers, physicians, clinicians, vendor representatives, other providers, as well as Medical Center staff in person, by telephone, or in writing. Incumbent must work independently and have the knowledge of solicitation or purchasing methods, to include price analysis and medical terminology to decipher the appropriate and correct ordering of supplies or services. Knowledge to maintain several different credit cards for various Prosthetic Departments within VISN I and to reconcile those credit card charges to the correct fund control points.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: This work may require lifting, pushing up to 50 pounds.

There is no educational substitution at this grade level.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
