  • Overview: Assist Branch management in providing technical and administrative direction to subordinate employees.
  • Perform advanced scientific research in atmospheric electricity, precipitation processes, and the Earth's energy and water cycle using surface, airborne, and space-based remote sensing systems.
  • This research is directed at developing a better understanding of the interactive Earth-atmosphere system, refining practical applications to benefit society, and improved data analysis, management, and distribution.
  • Administratively: Help define, monitor, and evaluate technical work requirements , milestones, and employee accomplishments through formal evaluation processes.
  • Recommend employee promotions and recognition; approve leave; helps implement performance modifications and corrective employee actions as appropriate.
  • Help coordinate, monitor, and/or perform a variety of managerial and analysis functions (facilities, travel, training, fiscal, and other business areas).
  • Prepare and update manuals, instructions, and/or operating procedures.
  • Coordinate technical management systems, technical operations management, configuration management, and serves as assistant to a higher-level line supervisor.
  • Technically: Provide assistance in determining the feasibility, timing, technical approach, and management, of specific study proposals in areas of interest to the Branch, Division, Center, and NASA.
  • Provide oversight, guidance, strategic direction, and technical management for airborne, balloon, and Unmanned Aircraft Systems instrument development in support of Earth Science Branch objectives.
  • Research: Conceive, plan, and conduct pioneering studies of outstanding scope, difficulty, and complexity in unexplored areas of investigation and/or manages complex and extensive scientific programs of significant importance to the agency.
  • Contribute new designs or techniques that are regarded as major advances or have opened the way for further developments, or have solved problems of significant importance to the field, agency or public.
  • Communicate scientific results through presentations and the scientific review and publication process to document and validate the quality of scientific research and to obtain recognition as a technical expert by the scientific community.
  • Perform community service activities through participation on committees, review panels, and to support organizational activities both internal and external to the organization.

Qualifications

In addition to the Basic Education Requirement, you must have one year of specialized experience equivalent to the next lower grade (GS-13), which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

Specialized experience is defined as directing and conducting research and development activities that include: establishing scientific and measurement requirements, making scientific discoveries and applying research results and remote sensing data to problems; and developing policies, procedures, operational schedules, manpower, procurement, funding and facility requirements for individual projects, groups, or research teams; leading projects and/or diverse teams engaged in Earth and atmospheric science research and applications; and publishing results in refereed journals.

Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in Aeronautical Engineering, Aeronautics, Aerospace Engineering, Architecture, Astronautical Engineering, Astronautics, Astronomy, Astrophysics, Biomedical Engineering, Ceramic Engineering, Ceramics, Chemical Engineering, Chemistry, Civil Engineering, Computer Engineering, Computer Science*, Earth and Planetary Science, Electrical Engineering, Electronics Engineering, Geology, Geophysics, Industrial Engineering, Materials Engineering, Materials Science, Mathematics (Pure or Applied), Applied Mechanics, Engineering Mechanics, Mechanical Engineering, Metallurgical Engineering, Metallurgy, Meteorology, Nuclear Engineering, Nuclear Engineering Physics, Oceanography, Optical Engineering, Physics, Applied Physics, Engineering Physics, Space Science, Structural Engineering, Welding Engineering or other appropriate physical science or engineering field. Degrees in engineering technology are not considered to be qualifying for this position. *Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus.
