Summary

This job opportunity is for an Emergency Management Specialist position, position description D2224000, within the 177 CEG SQ of the New Jersey Air National Guard. This vacancy announcement is a Title 32, Excepted Service position.

This vacancy announcement is for a Dual-Status Technician position which requires active membership in the New Jersey National Guard (uniformed military service). Official appointment is not effective until membership within the New Jersey National Guard is confirmed by the gaining Human Resources Office.

Duties

Help

As an Emergency Management Specialist, GS-0089-9, you will:

  • Analyzes and identifies EM capabilities and any shortfalls and/or limitations
  • Assists in conducting initial/recurring training for functional areas of EM.
  • Records and maintains documentation of training in electronic and/or automated system(s).
  • Assists with analyzing course content to tailor training programs to meet local requirements.
  • Maintains Emergency Management response equipment, training resources, and supply inventories.

Military Requirements

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.

Areas of Consideration:

  • All permanent, on-board, Title 32 Employees within the New Jersey National Guard
  • All permanent, on-board, Title 5 Employees within the New Jersey National Guard (with current National Guard Membership)
  • All New Jersey National Guard members (M-Day, Traditional, and Drill-Status Guardsmen)
  • Individuals eligible for membership in the New Jersey National Guard (Current Military Service Members only)

Military Grades: E-4 to E-7

Qualifications

General Experience:
Applicant must have experience operating within the following:

  • A minimum of one year on-the-job experience in Emergency Management
  • Understanding of the basic principles and concepts of Emergency Management
SPECIALIZED EXPERIENCE:
Must have 36 months of the following experience:
  • Preparing and briefing emergency management plans
  • Knowledgeable in personnel activations and deployments
  • Knowledge of readiness status reports
  • Writing, designing, formatting, publishing, and presenting specific EM program assigned work to peers and immediate supervisors at workshops or special committee meetings
  • Developing, managing, and executing the EM programs that ensured all military, civilian and contract personnel were trained and equipped to support home station and worldwide contingency operations
  • Detecting and identifying CBRN contamination; threat analysis; passive defense measures; principles of contamination control; related technical information, policies, procedures, techniques, and equipment; and EM and contingency planning, training, operations, equipment supply procedures, directives, and policies
  • Supervising or managing a government related public safety field or equivalent private industry position
  • Applying directives, policies, regulations, procedures, and methods
