Summary

As a Program Analyst you will:

  • Coordinates and integrate environmental technical, regulatory, administrative and project control work activities and develops improvements to ensure the completion of assignments toward execution of assigned projects within the approved EM-LA Life-cycle Baseline (LCB). The program management activities support the EM-LA mission which includes the following; environmental remediation, decontamination and decommissioning, and waste management programs (including legacy transuranic (TRU) waste transportation and packaging activities). In executing its mission, EMLA also assures that contractor-executed functions are carried out in a manner that is protective of human health and the environment.
  • Participate in the strategic planning, approval and acceptance process of the LCB, reviews and makes recommendations to the EM-LA Baseline Change Control Board for Baseline Change Proposal actions and reports to management, and at times the regulator and the public, on the associated impacts of the changes; direct a complex and comprehensive program that involves "cradle to grave" management of assigned projects; and facilitate integration of project planning with overall EM-LA program planning, strategies, development, and execution with emphasis on applying industrial, commercial, and other government agencies standards as a means of enhancing the efficiency and effectiveness of operations.
  • Develop and implement strategies that are in concert with DOE goals and resources, and with applicable Federal and state laws. Establishes and validates attainment of distinct project and overall program milestones; appraises the adequacy of existing and proposed project planning initiatives; provides inputs to management on budget and projects in accordance with overall program priorities; and assures timely completion of program commitments to meet Departmental objectives; coordinate matrix support (internal and external to organization) and create/participate in a strong team building environment to ensure integration of all technical, program, and regulatory elements; and use expertise in multiple disciplines to resolve complicated technical and schedule issues.
  • Direct changes in project execution when necessary to eliminate or prevent unauthorized deviations from the project plans; participate in meetings with the Director OCPD, contractor management and other environmental organizations in order to identify, direct and coordinate near-term tasks and deliverables through prioritization of activities pursuant to the integrated baseline; responsible for ensuring that current and accurate project authorizations are in place to support work activities and reporting requirements for assigned projects; assure activities committed to in documents are performed to ensure complete consideration on conformance with approved work plans; and reviews, leads, and/or participates on value engineering studies to eliminate unnecessary activities and resource use while still meeting all programmatic requirements.
  • Assure that assigned projects are accomplished within budget constraints, and advises the Director OCPD on new project findings or changes in scope that affect critical schedules and budgets; provide input from risk assessment evaluations and makes recommendations for the purpose of establishing project priorities and informing long range planning; provide timely updates to the Environmental Management "Integrated Project Accountability and Budgeting System; develop, review, and endorse program plans and budget requests to accomplish program goals and objectives in a safe, efficient, and effective manner; continuously monitor and evaluate cost, schedule, and program activities in the field and ensures that the deliverables and outcomes associated with a program are technically adequate and in accordance with plans; prepares reports and make presentations to reflect overall program status, cost and funding issues, resource requirements, adherence to schedules and milestones, and other program issues.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. At the GS-13 level: Education cannot be substituted for experience. You must have one year of specialized experience equivalent to the GS-12 level.

Specialized experience is defined as:

  • Experience making decisions and recommendations concerning management of activities related to soil and groundwater remediation, legacy waste, and/or decontamination and decommissioning projects.  
  • Experience providing innovative approaches to site investigation, resolution of issues, and remedial actions. Experience coordinating tasks and project reviews, and evaluating progress with respect to budget and schedule projections.
  • Experience with Risk-based End State and Accelerated Site Closure Strategies and planning and evaluating new closure strategies, developing new project objectives and challenging the Contractor.Experience with and demonstrated knowledge of laws, regulations, and industrial standards related to OSHA, environmental protection, nuclear safety and quality assurance.

  1. Knowledge of the concepts, principles, and practices of multiple program management disciplines; knowledge and skills sufficient to evaluate programs, projects, operations, facilities, equipment, and knowledge of procedures of extremely varied, complex, and critical activities.
  2. Knowledge of national initiatives (e.g. Risk-based End State and Accelerated Site Closure Strategies) and demonstrated use of experienced judgment for planning and evaluating new closure strategies, developing new project objectives and challenging the Contractor.
  3. Ability to conduct in-depth technical and programmatic assessments to effectively evaluate programs, projects, and/or activities; identify critical problems; recommend solutions; and implement corrective actions.
  4. Knowledge and ability to perform Federal oversight of contractor assurance systems, in-process and work activities and knowledge of laws, regulations, and industrial standards related to OSHA, environmental protection, nuclear safety and quality assurance as implemented through an Integrated Safety Management Systems, and the ability to apply this knowledge to technical/field assessments of complex facility operations, maintenance and work control to ensure protection of the environment, workers, and public from hazards and risks posed by DOE facilities, operations, and cleanup activities.

You will be evaluated for this job based on how well you meet the qualifications above.
