Summary
This position is located in the Earth Science Division (ESD) in the Science Mission Directorate at NASA Headquarters. The Science Mission Directorate (SMD) engages the Nation's science community, sponsors scientific research, and develops and deploys satellites and probes in collaboration with NASA's partners around the world to answer fundamental questions requiring the view from and into space.
The Program Scientist will manage the portfolio of radar-related and geodetic imaging tasks as well as natural-hazards related research within the Research & Analysis program, typically within the Earth Surface and Interior focus area. In addition, it involves collaboration and coordination with the disasters element of the Applied Sciences Program within ESD.
Functions as a manager in providing oversight for the operation of airborne instruments, (ii) serving as program scientist for relevant satellite missions and/or airborne campaigns, (ii) developing solicitations, (iv) leading proposal evaluation, (v) monitoring researcher performance, and (vi) coordinating relevant programs within ESD and those of NASA's interagency and international coordination of the programs.
Conceiving and recommending studies to advance the state-of-the art in the areas of airborne and space-based remote sensing using surface- and sub-surface measuring radar as applicable to the full range of Earth System Science and associated areas of applications.
Responsible directing, planning, executing and managing relevant research programs in one or more of the focus areas most directly benefiting from studies with surface and sub-surface measuring radar.
Representing NASA on multi-agency and international coordinating committees and working groups, and confers with key government officials of major science and user agencies on common issues of common interest such as research and budget planning.
Serving as a NASA representative to relevant committees and panels of the National Academies of Science, Engineering, and Medicine.

Qualifications
In addition to the Basic Education Requirement, you must have one year of specialized experience equivalent to the next lower grade which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
Specialized experience to qualify at the GS-14 grade level is defined as:
1) Experience utilizing satellite and/or airborne radar to study the Earth's surface and interior, including applications to one or more areas among geology, geophysics, hydrology, ecology, and/or cryospheric science (e.g., through archived publications in peer-reviewed journals and/or technical reports);
2) Participates in the planning and coordination of the development and/or implementation of all phases of the proposal process. (e.g. proposal evaluations and/or written requests to funding agencies and/or entities); and
3) Actively contributes to research and/or applications among multiple entities (e.g., government, academia, industry) related to use of satellite and/or airborne radar to study the Earth's surface and interior.
Specialized experience to qualify at the GS-15 grade level is defined as:
1) Providing technical expertise in the use of satellite and/or airborne radar to study the Earth's surface and interior, including applications to several areas among geology, geophysics, hydrology, ecology, and/or cryospheric science (e.g., through having a leadership role in peer-reviewed publications in established journals);
2) Experience leading the development and/or implementation of all phases of the proposal process. (e.g. proposal evaluations and/or written requests to funding agencies and/or entities); and
3) Experience leading the coordination of national/international research and/or applications among multiple entities (e.g., government, academia, industry) related to use of satellite and/or airborne radar to study the Earth's surface and interior.

Degrees in engineering technology are not considered to be qualifying for this position. *Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus.
