This National Guard position is for a PUBLIC HEALTH TECHNICIAN (TITLE 32), Position Description Number D1723000 and is part of the Oregon National Guard 142nd Fighter Wing, National Guard.
This position is a Title 32 Excepted Service - Military position. Oregon Air National Guard military service is a condition of employment.
As a PUBLIC HEALTH TECHNICIAN (TITLE 32), GS-0640-8, this position is located in the Medical Group (MDG) at an Air National Guard (ANG) Wing. The primary purpose of this position is to achieve and maintain Force Health Protection through planning, evaluating, and management principles related to epidemiological, operational, and occupational and public health programs. This includes occupational health, hearing conservation, reproductive health, blood borne pathogens exposure control, communicable disease control, immunization, disease vector surveillance, disease/epidemiological surveillance, aircraft inspection, facility sanitation, food safety and vulnerability, health risk assessment, medical intelligence, and operational medicine. The position occupant serves as a member of or advisor to management boards and committees, i.e., Occupational Safety Health Council, Aerospace Medical Council, Force Health Protective Working Group and wing leadership, regarding Force Health Protection.
(1) Manages the Occupational Health and Safety Administration (OSHA), Air Force Occupational Safety and Health (AFOSH) mandated occupational health education and training programs and Department of Defense Instruction (DODI).
(2) Manages the OSHA and AFOSH mandated occupational health medical surveillance program.
(3) Coordinates Occupational Health Medical Examinations (OHME) within the MDG and ensures pre-placement, annual/periodic, and termination examinations are completed.
(4) Studies, analyzes and develops workplace-specific trends by summarizing, interpreting and managing OHME results.
(5) Implements, manages and oversees the Defense Occupational and Environmental Health Readiness System-Hearing Conservation (DOEHRS-HC) Hearing Conservation Program (HCP).
(6) Manages the Community Health Program.
(7) Manages Public Health aspect of the base immunization program.
(8) Manages the Vector borne Disease Surveillance Program.
(9) Develops, manages, and executes the base Food Safety and Vulnerability Program.
(10) Manages the Facility Sanitation Program.
(11) Manages Public Health and Prevention aspect of Base Disaster Preparation and Response Process.
(12) Performs other duties as assigned.

National Guard Membership is required. This is an excepted service position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform.

May be required to successfully complete a probationary period.
Must be able to obtain/maintain a Secret Security clearance within 6 months of appointment.

Must possess a valid state driver?s license to operate government motor vehicles, for the state in which the applicant/employee lives or is principally employed, in accordance with according to AFI 24-301, Vehicle
Prior to appointment, must have a completed and current medical physical, medical profile, and completed/cleared drug test.
Prior to appointment, medical record must indicate Normal color vision as defined in AFI 48-123, Medical Examinations and Standards and Medical Standards Directory.
As a basis of continued employment, must have and maintain a current Network License according to must maintain local network access IAW AFI 17-1301, Cybersecurity Program Management and AFMAN 17-1301, Computer Security.

May convert to permanent status without further competition.
Required to complete the ANAM Proctor training within 12 months of hire.
Must successfully complete the following courses within 24 months of hire: The Operational Entomology in-residence course and the Center for Disease Control and Prevention Epidemiology course .
Qualifications
AREAS OF CONSIDERATION:
Area 1 - Current permanent or conditional Title 32 Technicians of the Oregon ANG.
Area 2 - Current permanent or conditional Title 5 Employees of the Oregon ANG.
Area 3 - Current service members in the Oregon ANG.
Area 4 - Individuals in the Active Duty US Air Force, Air Force Reserve, or Air National Guard who hold or have held the AFSC.
Area 5 - US Citizens eligible to meet the military requirements for membership in the Oregon ANG.
GENERAL and SPECIALIZED EXPERIENCE: Your submitted documents will be reviewed for the competencies, knowledge, skills, and abilities necessary to perform the job duty listed above. You will need to demonstrate 24months of experience which has shown a validated understanding of the basic principles and concepts of the occupational series and grade along with the detailed specialized experience related to this position.

Education
A High School Diploma with completed courses in biology, chemistry, and general science is required.
College course work in health care administration, general science, biology, psychology, and chemistry is preferred.
The successful completion of a full four-year course of study leading to a bachelor's degree, with major study or at least 24 semester hours in subjects directly related to the position is desirable.
Must have successfully completed the Air Force Public Health Apprentice course.
Must have a completed Hearing Conservation certification (issued within the last 5 years).
