Summary

The position is located in the Office of Intelligence and Threat Analysis (ITA), Directorate of Threat Investigations and Analysis (TIA), Bureau of Diplomatic Security (DS). ITA is responsible for monitoring and assessing threats directed against: U.S. Diplomatic facilities and personnel; U.S. citizens and business interests overseas; the Secretary of State and other high ranking Department officials both in the U.S. and abroad; visiting foreign dignitaries in the U.S. from whom DS has protective responsibility; and foreign diplomatic facilities in the U.S. The incumbent serves as a Foreign Affairs Officer conducting all-source analysis on intelligence regarding threats and trends in the security environment of the assigned region.

This position is not eligible for telework.

Duties

Help

Evaluates the validity, accuracy, and reliability of information received from a wide variety of sources to assess importance to foreign and security policy, and national security interests. Conducts comprehensive analyses of relevant information.

Assembles, collates, and analyzes all-source intelligence to provide relevant assessments for use by Department, Bureau, and overseas U.S. diplomatic mission officials.

Travel with colleague(s) to U.S. diplomatic missions abroad as needed to identify emerging trends and to collect information relevant to the monitoring and analysis of threats from terrorism, political violence, and crime.

Attends meetings that have national or international membership and impact as a subject matter advisor in the analysis of intelligence and law enforcement information on terrorism, political violence, and crime.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • One year probationary period, unless excepted by regulation.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.

Qualifications

Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.

Applicants must have the required experience or education as described below and meet any selective factors, when specified.

BASIC REQUIREMENTS:

Have a bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;

OR

Have a bachelor's or graduate degree from an accredited college or university that included a combination of courses, with at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities;

OR

Have 12 semester hours in one of the above disciplines and 12 semester hours in statistics / quantitative methods.

OR

Have a combination of education and experience where your coursework was equivalent to a major, or a combination of related courses totaling at least 24 semester hours, (as shown above), PLUS appropriate relevant experience OR additional education.

OR

Have completed at least 4 years of appropriate experience in one OR more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. (NOTE: qualifying work experience may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries.)

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

- Experience identifying trends and collecting intelligence information relevant to the monitoring and analysis of threats from terrorism, political violence, and crime.

- Experience evaluating the validity of information to assess importance to national security interest.

- Experience drafting program directives, procedures, and other materials related to intelligence and law enforcement information on terrorism, political violence, and crime.

Qualified candidates are assigned a score between 70 and 100.
